The following systems have been adopted to ensure the success of the Development Plan:

·         A National Registration System that will record all participants in basketball in Palau – players, coaches, referees, score table officials, statisticians and administrators

·         A National Talent Identification System that will assist in the identification of talented players at all ages

·         The Roles and Responsibilities of every positions within the PBF, including all sub committees and squads

·         A National Coach and Player Selection System that details the selection procedure for all squads within the NDP and has in it an appeals process that safeguards the rights of players not selected

In addition the Board has approved the following sub committees as part of the NDP:

·         The National Coaching Panel (NCP), made up of the National Men’s and Women’s Coaches, a nomination of a female Coach from the WNBL, the NBDO and the NDC.  The NCP will be responsible for the ongoing education of coaches and players and will advise the National Program Committee (NPC) on changes to the NDP in these areas and recommendations of coaches for positions within NDP Squads

·         The position of the National Rules Interpreter (NRI)

·         The National Referees Panel, made up of the NRI and two nominations from the Referees Association.  The NRP will recommend referees and other officials to represent Palau at regional and international competitions and will be responsible for the ongoing education of referees, score table officials and statisticians
