Post war he became a patrol officer and served in many parts of the country. In between various postings he returned to Australia to complete his education, and on return to the administration in PNG eventually became District Commissioner in many parts of PNG and fulfilled other important administration roles.In 1961 Fred was part of a PNG delegation to New Caledonia to discuss the formation of the South Pacific Games. He became the first President of the PNG Amateur Athletics Union when it was established in 1961 and in the following year was the Athletics' Team Captain to the British Commonwealth Games in Perth - our first venture into international athletics. Fred also became Vice President of the PNG Sports Federation which is now the PNG Olympic Committee.
In 1964 Fred was involved in a plane crash in Morobe Province, that resulted in him suffering from a spinal injury that left him being a paraplegic, and wheelchair bound. His resilience, however, had not deserted him and from then to the present, Fred has been involved in PNG affairs in many formal and informal ways. He was a lecturer at the Australian School of Pacific Administration in Sydney until 1985.
