Competition Rules
2010 SOLOMON GAMES
BASKETBALL COMPETITION
REGULATION
Please note that the governing body FIBA
is the
controlling body of the sport of basketball worldwide,. Please refer o
the
official book, which governs the sport is to be played.
The Solomon Island Basketball Federation
(SIBF),
in accordance will follow the international rules, (i.e violations) the
playing
rules which the game is played do not change with exemption that the
2010
Solomon Games competition will vary some of the technical aspects
(timing) etc
from its competition.
When a team or provinces registers to
play in the
Solomon Games Basketball competition 2010, they agree to abide by the
FIBA and
SIBF rules.
GENERAL
1.
EQUIPMENT.
a) SGBC shall provide all necessary
technical equipment such a Balls, Stopwatches, Score-sheets and etc.
b) The Technical equipment shall be at the
disposal of the officials and their assistance(s)
2. TEAMS.
a) Each team can only submit maximum of 10
players to play a game.
b) Teams entering shall only regulation numbers
4 to 15. If two teams of the same club name or province must use
different
colors of uniforms.
c) Proper vest must be used. If players
want to use a t-shirt, it must be of same color of uniform and must be
worn
under the playing vest.
d) Appropriate shorts must be worn along
with playing uniform. Men's playing uniform must be tucked. Women's
shorts even
though not tucked must be visible.
e) Appropriate playing footwear must be
worn in order to play. Any other footwear must be inspected and
approved by
referees.
f) A team shall have a coach or captain
to act as coach if the team has no coach.
3.
DISQUALIFICATION OF PLAYERS
a) Players not registered. All players
must be registered.
b) Not in full uniforms.
c) Sent off the court by the referees for
unsportsmanlike tactics.
d) Playing on any two teams.
e) Serving a disciplinary measure ruled by
the SGBC committee.
f) Players wearing a vest outside the
mentioned on the team rules.
4. DUTIES
AND AUTHORITY OF THE CAPTAIN
a) The captain should be the
representative of the team and may address an official on matters of
interpretation or obtain essential information where necessary, if it
is done
in a courteous manner during every dead ball or when the clock is
stopped.
b) The team captain may also act as a
coach in the absence of a coach.
5. DUTIES
AND AUTHORITY OF A COACH
a) The coach shall be responsible to
furnish the scorer with names and numbers of players to play in the
game. Team
captain can also do this responsibility.
b) The coach shall report to the bench
officials when there is a substitute, time-out or other conventional
requests.
c) A coach is only allowed to give
instructions to players in a certain designated boundary during the
game.
6.
OFFICIALS & THEIR DUTIES
a) The official of a game shall consist of
two (2) Referees, Scorer and a Timekeeper.
7.
REFEREES DUTIES AND AUTHORITY.
a) The referee(s) shall inspect and
approve all equipment including the signals used by coaches and
officials.
b) The referee will not permit any player
to wear ornaments or objects pf any sort that is in the judgment of the
referee
as being dangerous.
c) The referee has the power to forfeit
any game where conditions warrant.
d) The referee shall inspect and approve
the score sheet at the end of the game.
e) The referee's approval at the end of
the game terminates the connection of the officials with the game.
f) The referee's decision shall be final.
8. TIME
AND DECISIONS.
a) The referee has the power to make
decisions for interactions of the rules such as injuries and consulting
the
rules.
9.
PLAYING REGULATIONS.
a) All games shall be played in four (4)
quarters. Each quarter shall be 10 minutes and a total playing time of
40
minutes. Fully time stop, in the last quarter whereby the last two (2)
minutes
will have stop time for every dead ball, time outs and every basket.
b) (Semi-final & finals) In this case
the semi-final and the final shall be played on fully stop time.
c) The game may begin within 15 minutes of
the scheduled time with no less than four (4) players in full uniform
in each
side.
d) In the event on the game being tie, and
extra period of five(5) minutes or with as many such time period of 5
minutes
is necessary to break the ties. The clock will stop time on the last
two
minutes except for semi-finals wherein the game is fully stop timed.
10.
TECHNICAL FOUL BY A PLAYER.
a) Using an unsportsmanlike tactics such
as:
i. Disrespectfully addressing or
contacting an official.
ii. Using Language or gesture to give
offense.
iii. Pointing at opponent or obstructing
his/her vision by waving hands near his/her face.
iv. Delaying the game by preventing the
throw in to be taken promptly.
v. Not raising of hands properly after
being requested to do so by the referee after the foul is being called
against
him/her.
vi. Changing of numbers without reporting to
the official bench and referees.
vii. Enters the game as a substitute without
reporting to the bench.
viii. Unnecessary of grasping of the basketball
ring/rim at any time before or during the game.
11.
UN-SPORTMANSHIP FOUL (INT`L).
An unsportsmanlike foul
is a personal foul, which in the opinion of the official was a
deliberately
committed by a player. Examples of such fouls are:
a) All fouls involving personal contact
when the game clock is stopped.
b) Holding or pushing of an opponent, or
any undue roughness in order to stop the clock.
c) Pushing the player in the back to
prevent the score when there is no possibility of getting into position
to
defend against a filed goal.
d) Moving/running under a player who is in
the air.
e) Holding, pushing or grasping a player
away from the ball.
f) Any foul that is legitimate to
directly play the ball.
12. GAMES
FORFEITED/POSTPONED.
a) A game may start within the first 15
minutes of the scheduled time, as long as teams are in full uniform
lining in
the centre court before the first 15 minutes into the playing time
expires.
b) A game may be forfeited if a team fails
to turn up in full uniform (singlet, shorts and proper footwear) before
the 15
minutes of the schedule playing time expires.
c) A referee and/ or officials can only
postponed a game when the conditions become unsuitable. Only the game
can be
re-scheduled.
d) A game is to be forfeited if both teams
fail to turn up in full uniforms within the 15 minutes of the scheduled
playing
time. Both teams will be recorded as forfeited on this match.
e) A team may be disqualified from the
Solomon Games Basketball competition if it accumulates:
i. Two consecutive
forfeited games.
ii. Three
forfeited games in the season.
13.
APPEALS & DISCIPLINE.
Players
shall be dealt with if:
a) Technical fouls that are beyond the
referee's decision.
b) Damages of any technical equipment by
players or supporters.
c) Appeal by either the coach or captain
about disciplinary measures or penalties enforced upon his/her
player(s) or
team.
d) Fighting during game.
e) Any disruption causing the game to stop
by either players or supporters.
f) Complaints submitted by referees
against a particular player(s) or team(s).
g) Assaulting of any official.
Appeals must be directed to the Solomon
Games
Basketball Committee under the Solomon Games Chartered.
