Official Match Report

There were 17 players on the match card and 6 reserves when the maximum is 5 subs?? There was also a number 116 on the card but no such jersey number on the field. The player named as 116 was an NPL player No16 playing down but played as No 16 which was confusing. Please advise why this Club can continue to breach rules that are clear and adhered to by other Clubs?
