The 27-year-old will add considerable experience to the Eagles' lineup after a long VFL career with the Roosters.
Spolding will join his brother Nick, who is also a former North Ballarat player, at Elderslie Reserve next season.
It is understood the club will unveil several more signings during its first training session on Tuesday night.
Spolding played 139 VFL matches over eight seasons for North Ballarat and was a member of the Roosters' 2008 and '09 premiership sides.
The former Ocean Grove junior and Geelong Falcon was also a member of the Roosters' leadership group.
His signing comes on the back of a recruiting spree that has netted former spearhead Jay Bett from Perth and returning Eagles' Nick Spolding, Jordan Grant and Rob Condy next season.
