Sutterby says the Eagles don't want to attract high-priced stars to Elderslie Reserve, but instead develop a strong "team first" culture among its crop of youngsters and bolster the list with former "Newtown & Chilwell boys".
"The whole thing I'm trying to develop here is the culture thing, the best way to grow culture is to develop your own and to bring your own back," Sutterby said.
Bett, 26, who left for Perth at the end of the 2007 season, will be joined by returning Eagles' Nick Spolding, Jordan Grant and Rob Condy next season.
The club hopes former best and fairest winner Sam Chapman will return from abroad to take the field.
Sutterby revealed the club is also chasing a gun player from another club, but stopped short of naming him.
"We're talking to one playing assistant coach who's a very good player, but other than that we want to develop our own.," he said.
"There were no big names (recruited) last year and, while we didn't make the finals, we also had a lot of things go against us.
"We made the grand final in the reserves. If some of those step up and we get some natural improvement from the young guys in the seniors, along with those returning players, we're in pretty good stead."
Bett will partner Leigh Morrison in a two-pronged attack.
"That will give us a bit of firepower," Sutterby said.
"Jay's a great kid - a Newtown & Chilwell person through and through."
