The rule in it's most basic form is this - A kick or handball that goes over the boundary line untouched will result in a free kick to the opposition.
The only rule not covered in the video is when a player deliberately kicks the ball off the ground and out of bounds without being touched. This is a free kick to the opposition. If the ball is accidently kicked off the ground over the boundary line the ball will be thrown in.
This rule will replace the deliberate out of bounds, removing the grey area.
Signals - Field Umpire will communicate with his voice and pay a free kick.
Boundary Umpire (and Goal Umpires) - if the ball is touched before going out of bounds you will raise your hand and tap it with your other hand. If the ball is not touched, don't tap your hand, this will assist the field umpire
