Monday night a Special General Meeting was held at Frankston Park where all MPNFL member clubs present unanimously voted in favour of the changes to the Governance, Administration and Rules of the MPNFL.
The MPNFL clubs embraced the recommendation that had been previously presented to them during the course of the last 6 months by AFL South East.
Governance of the MPNFL will now be overseen by the AFL South East Commission with the representation of the MPNFL in the form of an elected League President from the member clubs, who will serve a two year term. The review explained how this will be favourable for all clubs
– “Significant time and effort has been assigned to procuring the right skills matrix within the AFL South East Commission. One level of governance with a focus on strategic objectives is crucial to the progression of all leagues and reduces the burden on leagues and clubs around volunteer recruitment for board positions and ensures that the right dynamics of an effective board are constantly achieved.”
The Administration review recommended that the MPNFL enter a service agreement with AFL South East for the provision of administrative staff. This will include yearly staff performance assessments via reviews, club surveys and performance indicators. Another cost saving to the clubs is that all development positions within the development staff model will be funded by AFL Victoria. Outlined below are some of the benefits of the service agreement –
“A service agreement structure ensures that the incorporated entity of the MPNFL carries no HR costs or function, allowing performance to be assessed, managed and addressed in a more efficient manner. All staffing costs are built into the service agreement, allowing greater flexibility for staffing adjustments and consolidation. The structure also provides for greater collaboration between staff and more career development opportunities.”
Along with both Governance and Administration reviews, a rules subcommittee proposed some new changes to the current MPNFL rules, as they had not been formally updated since 2008.
With the recommendations being ratified by the MPNFL Clubs, the AFL South East will now implement the new staffing structure and rules, and continue with their governance.
