The player points cap for the South East Region Leagues (SEFNL & MPNFL) for 2016 has been announced. Clubs were informed of the points cap via memo last month however after final ratification of the policy, the cap has been confirmed prior to the October 31 deadline.
The following is a copy of the memo sent to leagues and clubs in September:
As previously communicated, the Community Club Sustainability Program has been released and the final policy distributed to leagues and clubs. The next step in the process is to advise leagues and clubs within the region of the player point thresholds, concessions and local variables that will be built into the program.
In assessing the thresholds that will be applied, AFL South East has taken into account a number of factors. These include:
- The historical positioning of the points cap under the previous player point system in operation for a number of years within the leagues.
- The points cap that has been applied by neighbouring leagues.
- The assessments made against current lists under the new matrix.
- The overall strength and connectedness of junior leagues and clubs to senior entities within the region.
In assessing these factors and allowing for a cap that will deliver desired outcomes both in the short and long term, the Commission has determined that all Senior (1st XVIII) teams in leagues within the AFL South East Region will operate under the same cap.
The points cap for the 2016 season will be 39 points per team per match.
From 2015 (applicable for the 2016 season), teams will receive an additional point within their cap for EACH of the following circumstances:
- 5 wins or less in the previous season
- 0 wins in the previous season
- No underage teams (U19s). This is based on assessment of junior/senior club relationships within a club’s area and approval from the Commission.
From 2016 (applicable for the 2017 season), teams will receive a point deduction within their cap for EACH of the following circumstances:
- Back to back senior premierships the previous two seasons (2015 season being year 1).
- 3 or more senior premierships in a 5 year period (2015 being year 1)
These cap additions and deductions will be reviewed annually and altered if necessary.
Assessment of current lists
All players currently on club lists will be required to have the new matrix applied. ALL players will receive a 1-point deduction for each year of service to the club, provided they have played a minimum of 5 senior or reserve grade matches the previous year. The years of service do not need to be consecutive. If a player transfers to another club, those years of service deductions are applicable should they return.
AFL South East will be sending a player point declaration document to each club so they can have the player sign off that the information provided is true and correct in the first instance and these will be distributed in early October 2015. This information will be loaded into the Footyweb system and this process will be communicated once finalized. A player’s points classification will be viewable to all through their player profile on their respective league website.
Player Classifications
It is important to note that the AFL South East Commission may reassess an individual player’s points classification where it is deemed inappropriate based on playing history. Clubs should make application through their league if they feel a classification is inappropriate.
Where a player qualifies in more than one category based on their playing history in the previous 3 seasons, the category with the highest points will apply. Please use the flow chart within the policy document distributed to assess a player’s classification. There are no “marquee” players under the new player points system and players must meet the home club classification or years of service discounts in order to classified as a 1-point player.
