The AFL Victoria Equalisation Working Party met this week to review feedback provided by community leagues who were unanimous in their support for a state-wide set of equalisation provisions.
The feedback also indicated strong support for the development of a state-wide standardised contract for community football, a change to current transfer deadlines and a move to make sign-on and transfer fees illegal via the National Player Transfer regulations.
Several leagues and commissions indicated their willingness to be part of trials this year, which will importantly include no enforcement provisions.
The trials will play an important role in providing data on how such provisions would impact leagues and clubs and allow the Working Party to refine the framework with the aim of state-wide implementation in 2016.
AFL Victoria Community Football and Engagement Manager Brett Connell said work will now be done to finalise the equalisation provisions that may include both a class, category or point allocation to individual players, and a maximum player spending limit for each competition in Victoria.
“Once the framework is finalised then leagues who indicated their willingness to trial the provisions will be engaged,” Connell said.
“These trials will have no immediate impact on clubs in 2015, with information gathered to be used solely for the purpose of refining the framework for full implementation in 2016.”
“The Working Party is determined to establish a framework that is consistent and simple enough to be implemented state-wide without placing a significant burden on club volunteers, while also flexible enough to cater for the extensive list of unique circumstances faced by individual leagues and clubs across the state at community level.”
