Rules and Regulations

Competition Standards The netball competition at the Games will be conducted under the auspices of Netball Australia in accordance with the International Federation of Netball Associations rules. The competition will also conform to any special requirements of the International Masters Games Association.

Netball Victoria will conduct the competition.
RULES
The Netball component of the Melbourne 2002 World Masters Games will be played in accordance with the rules outlined in the Netball Australia Official Rule Book, which incorporates the playing rules of the International Federation of Netball Associations. In addition the information outlined below.

DURATION OF THE GAME
Matches for all sections will consist of 4 x 10 minute quarters, 3 minutes break at ¼ and ¾ time and 5 minutes break at ½ time.

POINTS
Points will be awarded as follows for preliminary matches.

Win 4 points
Draw 2 points
Loss 0 points

Refer below for information regarding Finals. Please note no additional time will be played at the conclusion of a drawn preliminary match.

WARM UP
There will be no allocated warm up court, however the fixture is structured to allow 15 minutes warm up time for teams immediately prior to their match on their designated match court. Teams participating in the previous match are requested to vacate the court as soon as their game is completed.

TEAMS
A team representative must check into the Customer Service desk located at the Netball Event Office not less than 15 minutes prior to the scheduled commencement time of each of their matches.

OFFICIALS
1. Scorers Each team is to provide a scorer - the two scorers must sit together and use the score sheet provided. Scorers must record each position played by each player. The scoresheet provided will be considered the official scoresheet and only information recorded on the official scoresheet will be accepted. The winning team must deliver the scoresheet to the Netball Event Office immediately after the game.

2. Umpires Each team must supply a badged umpire for the duration of the event. Umpires must be appropriately attired in white clothing. Umpires must check into Umpires Briefing Room not less than 15 minutes prior to the start of each match they are scheduled to umpire.

TIMING

All matches excluding the Gold and Bronze medal matches will be centrally timed.

INJURIES
No injury time will be provided. In the event of an injury, play will stop to allow the injured player to leave the court. The clock will not stop. If the injury is serious and play cannot continue please send for either the court supervisor or umpire supervisor. Blood policy procedures apply.

BLOOD POLICY
Venues with Central Timing
When an umpire notices a bleeding player, play is stopped and the player will be asked to leave the court to be attended to.

The stoppage is treated as an injury/illness stoppage with no time allowance but all rules relating to substitution/team changes become operable. All relevant sections of Rule 7 in the Netball Australia Official Rulebook shall apply.

PLAYER ELIGIBILITY

(a) Melbourne 2002 World Masters Games Registered Participants All players must be registered participants in the Melbourne 2002 World Masters Games. Accreditation checks will be carried out prior to all matches. Players will also be required to initial the scorecard next to their name prior to the commencement of each match.

(b) Age Age is determined as at 31 December 2002. Teams must participate in the age group of their youngest player.

(c) The Penalty Teams playing ineligible players will be penalised 4 points for every game in which the ineligible player participates. The player concerned will be banned from further participation in the Netball component of the Melbourne 2002 World Masters Games.

SUBSTITUTIONS
Unlimited substitutions are permitted excluding drawn finals. Refer Finals information below. A maximum of 12 players is permitted to play in any one match.

FINALS
1. Finals Structure Finals will be conducted at the conclusion of the preliminary matches. The number of points gained during the round robin shall determine teams qualifying for finals. In the event of teams being equal on points, positions shall be determined by the percentage of goals scored for and against.

2. Finals Qualification (will clarify when the numbers etc are known) Players must participate in 25% of total match time per team to be eligible to play finals for their team. Information regarding time played will be regularly updated and available on request.

3. Drawn finals
At the end of a finals match when the scores are tied there is a one (1) minute break during which there may be substitutions and /or team changes.

At the end of one (1) minute, two (2) x five (5) minute halves are played.

At the end of the first five (5) minutes teams simply change ends and there is no substitution or team changes allowed.

If at the end of the second five (5) minutes the scores are still level, then play continues until one team has a two - goal advantage. There will be no substitutions or change of end.

BLOOD POLICY FOR FINALS
An umpire is required to call time, when no “on court” player has called time, and the umpire observes that a player is bleeding or there is blood on the court, ball or any other player.

Play may be stopped for up to two (2) minutes and all relevant sections of Rule 7(regarding Stoppages) in the Netball Australia Official Rulebook shall apply.
Before any player may retake the court:
1. The flow of blood must be stopped.
2. Any wound must be cleaned and adequately covered.
3. Any blood stained clothing must be cleaned or removed.
4. If necessary, the ball and court must be cleaned before play restarts.

FORFEITS
A team will be deemed to have forfeited the game for failing to take the court as per Rule 21 of the Netball Australia Official Rulebook.

In the event that a team forfeits prior to the match clock starting, quarters will be awarded to a maximum of twelve (12) players totalling twenty eight (28) quarters, for players of the non-offending team. No quarters or games shall be awarded to the players of the offending team.

In the event of a forfeit, the score of 10 – 0 will be awarded to the non-offending team.

CANCELLATIONS
When matches are cancelled due to wet weather or some other cause prior to the start of the game; both teams will be credited with two (2) points and five (5) goals each and the competition will continue as per fixture. Unless alternate arrangements can be made to reschedule the match.

When matches are cancelled due to wet weather or some other cause after the start of the game;

(a) Prior to the completion of the first half teams will be awarded two (2) points and five (5) goals.

(b) After the commencement of the second half the score stands as at the time of the stoppage.

In event that a match is cancelled due to wet weather, quarters will be awarded to a maximum of 12 players totalling 28 quarters, for each team.

APPEALS AND PROTESTS
1. Teams wishing to protest must collect an official form from the event office.
2. Teams must complete the form and lodge it with the Event Manager on duty no later than 12 noon of the following day, excluding finals. Any appeal or protest during finals must be lodged immediately.
3. Forms will be lodged with the Appeals Committee for the event. The decision of the Committee shall be final.

COMPOSITION OF APPEALS COMMITTEE
The Appeals Committee will consist of:

1. Event Manager
2. Umpire Supervisor
3. Member of Netball Victoria Executive

DRUG POLICY
Netball Victoria condemns the use of performance enhancing drugs and doping practices in sport. The use of performance enhancing drugs and doping practices is contrary to the ethics of sport and potentially harmful to the health of athletes.

The only legitimate use of drugs in sport is under the supervision of a physician for a clinically justified purpose.

Netball Victoria, as an affiliate of AANA, is bound by and supports the Netball Australia anti-doping policy.

BALLS
Comet netballs will be supplied for all matches conducted. Teams are requested to use only Comet balls during match play.

TEAM UNIFORM
All team members must wear the same uniform. In the event of two teams wearing similar colour positional bibs the first name team shall change positional bibs.

MEDAL PRESENTATIONS
Medal presentations for all grades will be conducted at the conclusion of the last Gold Medal Match on Saturday 12th of October.

Teams receiving medals are requested to be seated in the retractable seating on the western side of the show court. Additional information regarding the medal presentations will be provided at the venue during the games.

RESULTS
Match results and ladders will be displayed on the notice board outside the event office shortly after each round has been completed. Match results and ladders will also be available on the Melbourne 2002 World Masters Games website www.2002worldmasters.org

Teams will be awarded four (4) points for a win, two (2) points for a draw and zero (0) points for a loss. Finals teams will be determined by points and percentage. Percentage will be calculated according to total of goals scored for and against.

TEAM WELCOME AND MEETING
A team meeting, incorporating a welcome has been scheduled on Saturday 5th October for all teams participating in the Netball at the Melbourne 2002 World Masters Games. It is strongly recommended that one team member and the team umpire attend. The meeting will take place at the Urban Camp, Brens Drive, Parkville at 10.30am. Melways Ref Map 43 D1. The Urban Camp is 100 metres from the State Netball Hockey Centre. Parking is available at the State Netball Hockey Centre.
