DISCIPLINARY PROCEDURE
1. YELLOW & RED CARD PENALTY SYSTEM
During the tournament, a Yellow and Red card penalty system will be applied by umpires to deal with misconduct. The card system replaces the run penalty system outlined in the AICF rulebook. The following information is extracted from the InSportz Tournament By-Rules:
a) Yellow Card: Reason
This card is issued by the umpire to any player playing outside the spirit of the game and the code of behaviour guidelines. The Yellow card is a warning that if they continue to behave poorly they will be sent from the court and suspended. Reasons for being given a Yellow card include, but are not limited to, the following
- Dangerous / rough play
- Time wasting; deliberately delaying play.
- Committing numerous fouls; deliberate fouls.
- Swearing; obscene gestures.
- Pushing
- Intimidating, harassing opponents.
- Disputing decisions. Equipment abuse.
- Hitting stumps; throwing bat; stepping on nets; ball tampering.
- Being present in a restricted zone. Unfair play.
- Throwing, kicking or hitting the ball, or sand, recklessly.
- Failing to follow umpire instructions.
b) Red Card: Reason
When a Red card is issued, the player is to be ordered off the court for the rest of the game. They cannot be replaced. This card is issued under two basic circumstances:
i) When a Yellow card has previously been issued to the same player in the same game and their behaviour warrants the issuing of a second card.
ii) For misconduct that includes the following:
- Manhandling / wrestling
- Spitting
- Tripping, kicking, elbowing.
- Threatening, intimidatory behaviour.
- Extreme examples of misbehaviour as listed under the reasons that will cause a Yellow card to be issued.
c) Umpire Discretion
i) The umpire will be the sole judge of what constitutes a Yellow or Red card infringement. The list of reasons previously outlined is merely a guideline.
ii) Should there be any dispute with regard to the issuing of a Yellow card, the umpire can issue a Red card and order the player off the court.
d) Penalty
i) Runs are not to be taken off the offending teams score under this system.
ii) A player issued a Red card, or (2) two Yellow cards in the same game, is to be sent from the court immediately for the remainder of the game and cannot be replaced. They will also be suspended from playing the next immediate game.
iii) If a player plays in two teams eg, Mens and Mixed or Womens and Mixed, they will be suspended from playing in both teams for (1) one game each.
iv) All cards issued are to be noted by the umpire on the Match Report in the relevant section.
v) Teams reduced to less than the required number of players on court due to players being ordered off under this rule will cause the match to be abandoned.
vi) Players who receive a Yellow card in each of (2) two separate games will be suspended for (1) one game.
e) Players who have been suspended during the tournament will be suspended (1) one game for every additional Yellow card they are issued, and (2) two rounds for every additional Red card.
f) Any subsequent misconduct after being sent off should mean the player is reported and becomes the subject of a Disciplinary Hearing.
g) The Tournament Director will keep a record of penalties and advise when a player is suspended and the length of suspension.
h) Penalties cannot be applied after the umpire has called "game" or time has been completed. Any incidents of misconduct occurring between the end of the game and the signing of the relevant game Match Report will be subject to investigation by the Disciplinary Hearing.
i) There are no appeals against suspensions under this rule. If a captain is unsure their team has been penalised or believes their player has been incorrectly identified as having been the cause of misconduct, the issue is to be resolved before the game recommences.
j) i) When a player is ordered off, they cannot be replaced. Rules applying to teams
short of players will apply.
ii) Teams unable to field the minimum number of players as a result of players being ordered off will cause the game to be abandoned.
2. REPORTED PLAYER
a) Players involved in extreme acts of misconduct during a game are to have the offence noted by the umpire in the appropriate section on the Match Report ie. the player is considered reported. Any player who has been reported must be issued a Red card and ordered off the court for the duration of the game irrespective of the stage of the game or the nature of the report. The player will then be required to attend a Disciplinary Hearing to have the charge heard.
b) Any player reported in their first game who is selected to play in another game on the same day cannot participate in the second game if their charge cannot be heard in the meantime.
c) The failure to order off a reported player or issue a Red card will not invalidate a charge.
(d) Players, spectators and officials can be reported by the Tournament Director, Umpire or Team Captains. Details must be provided on the Match Report. Players reported by Team Captains are not subject to the Order-Off process.
3. DISCIPLINARY HEARING BOARD
a) Location
Should a Disciplinary Hearing be required, it will be convened at InSportz Oakleigh at a time that is convenient for all parties.
b) Members
The Disciplinary Hearing Board will consist of Craig Smith and Adrian Gill. It will operate according to guidelines developed for InSportz Victoria¡¦s Superleague Tribunal. Board decisions are final. There is no appeal.
c) Jurisdiction
The Disciplinary Hearing Board is authorized to investigate any misconduct that comes to its attention that occurs inside a premises between the period which takes in 30 minutes prior the commencement of the first game to the signing of the last game Match Report or to the end of trophy presentations as the case may be. Any incident outside the stated period, or outside the premises, is to be resolved by Centre Management.
TOURNAMENT BY-RULES
1. Eligibility
a) Participation
A team cannot select more than (2) two players to take the court in any one game who in the prior 12 months had been selected to represent their state or region at a national tournament (Open and Masters included).
b) Competing in more than one grade
Competitors can play in a maximum of (2) two grades only but not in two teams in the same grade. However, no guarantee is given that fixtures will not clash.
c) Finals
Players must have played in 4 of the round robin games to be eligible for a grade¡¦s finals. This means, for example, if you want to play Mens Finals, you must play 4 games in the Mens grade. Games played in Mixed cannot be added to Mens games to help a player become eligible for finals.
2. Team Sheets
Teams will be required to sign teamsheets prior each match. They will form the basis for determining eligibility for finals.
3. Late Arrival
Teams who do not turn up within 10 minutes of the scheduled start time may forfeit the game at the discretion of the Tournament Director. Forfeits will not be scheduled to be played at a later date.
4. Uniforms
Teams are expected to wear exact matching tops and, when playing, all competitors must wear rubber soled sports shoes that will not mark the court. Numbers are not required on tops. Teams will be penalised 10 runs per item if players are out of uniform.
5. Game Rules
All games will be played using 8 players, 6 ball overs and 5 run penalty for dismissals. The AICF rules of the game will be played except where they differ with these rules.
6. Balls
a) The softest type of indoor cricket ball available at the time will be used. One new ball per game will be allocated.
b) If a ball is damaged during the game, the following will happen:
First 4 overs: ball to be replaced by new ball.
5th over plus: ball to be replaced by one innings old ball. In this case, both
captains are to be shown the replacement ball for their approval. In the event of a dispute, the Tournament Director will have the final decision.
7. Practice / Warm Up
Each team will be given a 5-minute period on court to practise and/or warm up subject to that
team being ready 15 minutes prior to the scheduled commencement time.
7. Scoring
a) Win points = 3 Tie Points = 1.5 each team.
b) In addition to win points, teams can accumulate points by winning
The corresponding batting pairs in each team (that is: partnership 1v1, 2v2, 3v3, 4v4) will compete for an additional point (known as a skin) which will be given to the pair making the highest partnership. One skin point is offered for each corresponding pair making a total of 4 skins per game.
A tied batting pair will jackpot the skin point forward to the next pair or backwards in the case of the last pair.
8. Ladder Position
The ladder position is determined by the following criteria:
Highest Total Points.
Then: Highest number of Wins (if equal on Total Points).
Then: Highest number of Skins (if equal on Total Points and Wins).
Then: Highest Percentage (if equal on Total Points, Wins and Skins).
Then: Highest number of Runs scored (if equal on all of the above).
9. Drawn Finals
Minor Finals
a) If teams are tied on runs scored, then the winner will be the team who scored the most skins.
b) If still tied, the team who finished higher on the ladder after the Round Robin series will be declared the winner.
Grand Finals
a) If teams are tied on runs scored, then the winner will be the team who scored the most skins.
b) If still tied, a mini game of 8 overs will be played immediately after the drawn game.
10. InSportz Tournament By-Rules
The above rules are extracted from the prevailing InSportz Tournament By-Rules. In the event
of a dispute, the Tournament Director will refer to the By-Rules which will be decisive.
