Competition Details Proposed Format The soccer competition will run for 6 days. The hours for each day will be approximately 9am-5.30pm. The competition will consist of a minimum of five round robin rounds, followed by a series of elimination finals. The top 2 teams from each pool will progress to the finals stage.

The soccer competition will cater for athletes of a wide ability and will be divided into two grades - Premier and A Grade. To enable grading in the relevant division of the event, all teams shall provide relevant current performances in the relevant section on the football entry form.

All preliminary game will be twenty-five minute halves with a five-minute break at half time. All finals games will be two forty five minute halves with a fifteen break at half time. All games requiring a winner will proceed directly to penalty kicks from the marked penalty spot, no extra time will be played.

Grade Definitions The grades are classified as Premier and A Grade
Premier division is for those teams with international, national or state experience.
A Grade is for those teams who participate, or have participated at the local competition level.

The organisers reserve the right to elevate any team from A Grade to take up a position in the Premier division.

Competition Standards The Victorian Soccer Federation will conduct the soccer competition at the Games under the auspices, rules and regulations of FIFA with the following modifications:

Teams are permitted to have up to 16 in a team (11 on field and up to 5 interchange) and an unlimited number in the squad. Teams must consist of at least 13 players. To qualify for finals, a player must have played a minimum of 3 games during the preliminary rounds. All players listed on the team sheet are considered to have played in that match.

There will be unlimited substitutions (players can return to the field once they have been removed) by either team on any dead ball, at the referee's discretion. Any throw-in, free kick, goal kick, corner kick, drop ball, penalty kick, injury, caution, or any other stoppage of play. The referee may refuse any request for a substitution if he or she believes that permitting the substitution at that time will give an unfair advantage or if a series of substitutions is unduly delaying or interrupting the flow of the game.

Player's Strip - All teams must nominate a "Home" and "Alternative" strip. No part of the alternative strip (shirts, shorts & socks) is permitted to clash with the nominated "Home" strip. All first named teams will be deemed the "Home" team and therefore play in their nominated colours. In the event there is a clash of colours with the visiting team, it will be the responsibility of the visiting team to change into an alternative strip.

It is the respective teams responsibility to be ready for kick-off at the scheduled time. All players taking to the field must be eligible to play and have correctly been listed and signed on the team sheet and Misconduct Summary Form.

For preliminary matches only teams will be awarded 3 points for a win, 1 point for a draw and 0 points for a loss. Ties in standings will be resolved based on the following:
1. Points scored
2. Goal difference
3. Goals for
4. Head-to-head result
5. Coin flip

Eligibility/Non-Eligibility of Players: -
A player is considered eligible to play in a team, provided he or she has been registered in line with WMG Registration Guidelines.
Any player under suspension by the WMG/VSF will be deemed ineligible, and is not permitted to play until that suspension is served.

Players may play for only one team in the tournament.

Equipment Match balls will be provided, however, it is the responsibility of each participating team to bring their own training/warm up balls. It is the responsibility of individuals to ensure that valuables are not left unattended.

Practice Facilities Practice facilities have been set-aside during the Games, however it may be possible to put teams in contact with clubs within Melbourne metropolitan area for further assistance.
