Rules and Regulations
The Victorian Soccer Federation will conduct the soccer competition at the Games under the auspices, rules and regulations of FIFA with the following modifications:
Teams are permitted to have up to 16 in a team (11 on field and up to 5 interchange) and an unlimited number in the squad. Teams must consist of at least 13 players. To qualify for finals, a player must have played a minimum of 3 games during the preliminary rounds. All players listed on the team sheet are considered to have played in that match.
There will be unlimited substitutions (players can return to the field once they have been removed) by either team on any dead ball, at the referee's discretion. Any throw-in, free kick, goal kick, corner kick, drop ball, penalty kick, injury, caution, or any other stoppage of play. The referee may refuse any request for a substitution if he or she believes that permitting the substitution at that time will give an unfair advantage or if a series of substitutions is unduly delaying or interrupting the flow of the game.
Player's Strip - All teams must nominate a "Home" and "Alternative" strip. No part of the alternative strip (shirts, shorts & socks) is permitted to clash with the nominated "Home" strip. All first named teams will be deemed the "Home" team and therefore play in their nominated colours. In the event there is a clash of colours with the visiting team, it will be the responsibility of the visiting team to change into an alternative strip.
It is the respective teams responsibility to be ready for kick-off at the scheduled time. All players taking to the field must be eligible to play and have correctly been listed and signed on the team sheet and Misconduct Summary Form.
For preliminary matches only teams will be awarded 3 points for a win, 1 point for a draw and 0 points for a loss. Ties in standings will be resolved based on the following:
1. Points scored
2. Goal difference
3. Goals for
4. Head-to-head result
5. Coin flip
Eligibility/Non-Eligibility of Players: - 1) A player is considered eligible to play in a team, provided he or she has been registered in line with WMG Registration Guidelines.
2) Any player under suspension by the WMG/VSF will be deemed ineligible, and is not permitted to play until that suspension is served.
Blood Rule Policy · In the event a player suffers an injury or wound which results in the loss of blood, the appointed match official will request that the injured player receive attention outside the field of play
· Only when the appointed match official is satisfied that the injury or wound has been safely covered and contained, will the player be permitted to rejoin the game.
· In the event the players uniform or attire is splattered with blood, the referee will instruct that player to change his attire before being permitted to rejoin the game.
· Should the injured player be required to change his uniform, then the appointed match official will show discretion in allowing the player to wear an alternative numbered shirt if another shirt of the same number is not available.
DISCIPLINARY
1.General
1) This section will be used to determine the sanctions incurred by players and teams participating in the 2002 World Masters Games that infringe the rules in the FIFA regulations.
2) The Victorian Soccer Federation (VSF) will administer all Disciplinary matters in the 2002 World Masters Games.
2) The VSF reserves the right to recommend that matters relating to Misconduct be referred to the Disciplinary Committee. In addition, the Federation may recommend that the matter be dismissed or withdrawn due to insufficient evidence.
2. Expulsion
1) An expulsion is the order given by the referee to someone to leave the field of play and its surroundings, including the substitutes bench, during a match. The person who has been sent off may be allowed into the stands unless he is serving a stadium ban.
2) Expulsion takes the form of a red card for players. The red card is regarded as direct if it sanctions serious unsporting behaviour as defined by Law 12 of the Laws of the Game; it is regarded as indirect if it is the result of an accumulation of two yellow cards.
3) An official who has been sent off may give instructions to the person replacing him on the substitutes bench. He shall, however, ensure that he does not disturb the spectators or disrupt the flow of play.
4) An expulsion automatically incurs suspension from the subsequent match, even if imposed in a match that is later abandoned and/or cancelled. The Disciplinary Committee may extend the duration of the suspension.
5) The VSF will appoint and Investigations Officer that may recommend that an expulsion may be referred to the Disciplinary Committee.
6) Any player or official expelled from a game may automatically be summoned to attend the Disciplinary Committee on the same day of the offence, at a time specified by the VSF.
3. Cautions (Yellow card)
1) A caution (Yellow Card) is a warning from the referee to a player during a match to sanction unsporting behaviour of a less serious nature (Law 12 of the Laws of the Game).
2) Two cautions received during the same match incur an expulsion (indirect red and, consequently, automatic suspension from the next match. The two cautions that incurred the red card are rescinded.
3) Three (3) cautions received in three (3) different matches of the 2002 World Masters Games will incur an automatic suspension from the subsequent match.
4) If an abandoned match is to be replayed, any caution issued during that match shall be annulled. If the match is not to be replayed, the cautions received by the team responsible for causing the match to be abandoned are upheld; if both teams are responsible, all of the cautions are upheld.
5) If a player is guilty of serious unsporting behaviour as defined in Law 12 of the Laws of the Game and is sent off (direct red card), any other caution he has previously received in the same match is upheld.
4. Disciplinary Committee
1) The Disciplinary Committee will be appointed by the VSF and will be authorised to sanction any breach referred to them by the Investigations Officer.
2) The Disciplinary Committee shall appoint a Chairperson and the quorum shall be two persons.
3) Any player or official expelled from a game may automatically be summoned to attend the Disciplinary Committee on the same day of the offence, at a time specified by the VSF.
4) The Disciplinary Committee will be responsible for:
a) sanctioning serious infringements which have escaped the match officials attention
b) sanctioning other infringements which have been reported the match officials
c) extending the duration of a match suspension incurred automatically by an expulsion
5) The decision of the Disciplinary Committee shall be final and binding on all parties, and is not subject to an appeal.
