GSFL CONSTITUTION AND BYLAWS 2011

GREAT SOUTHERN FOOTBALL LEAGUE CONSTITUTION
1. The name of the League shall be the Great Southern Football League Incorporated here after referred to as the League.
2. The objects are: To promote and encourage the Australian game of football, the arrangement of Association or League matches and League club matches (including time or place for all such matches), the choosing of all League teams and consideration and decision of all disputes in which the League or any of its Clubs, or any members thereof, shall be concerned, the acquiring of money and disbursement of same, infliction of penalties provided in these rules or the laws of the game, and the doing of all such matters as shall be incidental thereto.
3. A notice in writing which shall specify the time and place of the Annual Meeting shall be given at least fourteen days prior to the date for the holding of such meeting. Such meeting shall be held no later than November 30th in every year.
4. a) The League shall consist of such Clubs as shall be affiliated following acceptance by the Annual General Meeting.
4 a) ii Clubs not complying shall be disaffiliated until all dues are paid in full, or arrangements with the League are entered into.
b) Each Club shall subscribe an annual fee to be decided at the A.G.M. which must be paid before the first programmed match.
c) All Clubs must have their Annual General Meeting prior to the League Annual General Meeting.
d) Delegates attending the League AGM not qualified in 4 c) or 4 a)ii shall not be eligible to vote.
e) Minimum requirement for Club Affiliation - Clubs must field teams in at least A Grade, Reserves and either Senior or Junior Colts.
f) Any Club which only fields minimum requirement as in the above 4e) which forfeits three games in any grade in the first 9 programmed Minor Round games for that Club, shall disaffiliate itself from the GSFL for the remainder of the season. That Club may apply for re-affiliation at the following AGM.
g) All matches previously played in the above 4f) shall be counted as forfeits and all Best and Fairest votes gained by players shall be deleted and all goals kicked in those games be deleted from the records.
ADDITIONAL CLUBS
5. Additional Clubs may be admitted from time to time at the Annual General Meeting under the following conditions:-
All applications to join the League must be in the hands of the Secretary of the League twenty-one days prior to the Annual General meeting accompanied by a fee of $50.00 (fifty dollars).
CLUBS WITHDRAWING FROM LEAGUE
6. (a) Clubs desiring to transfer to another Affiliated League shall lodge a written application with their League Secretary who shall forward it immediately to the Investigation Committee.
(b) Such application shall be investigated by the Investigation Committee and determined within 60 days of the receipt of the application.
(c) Any application by a Club to transfer to another Affiliated League must be lodged with the Secretary of the Affiliated League by certified mail by October 31st in any year.
DISSOLUTION OF THE LEAGUE
7. a)In case it shall appear at any time advisable or necessary to dissolve the League, a Special General Meeting, duly called for that purpose, shall have the power by a motion carried by the Delegates of seven or more different Clubs of the affiliated Clubs to resolve that the League be absolutely dissolved and the affairs thereof be wound up accordingly in such manner as the meeting shall direct. b)The assets and income of the League shall be applied solely in the furtherance of its objects and no portion shall be distributed directly or indirectly to its members except as bone fide compensation for services rendered or expenses incurred on behalf of the League.
c)In the event of the League being dissolved, the amount which remains after such dissolution and the satisfaction of all debts and liabilities, shall be paid and applied by the Committee in accordance with their powers to any fund, institution or authority, which is a non profit organisation.
OTHER MATTERS
8. a) The League shall affiliate with the S.A.N.F.L. Inc.
b) In all matters not provided for by these Rules and Bylaws, the League shall by resolution, refer same to the SANFL Inc., for a ruling and such ruling, when obtained, shall bind the League until such time as the League shall have dealt with the matter by passing a new rule.
HONORARY OFFICERS
9. a) The Honorary Officers of the League shall consist of a Patron (who shall be elected annually), President, two Vice Presidents, Secretary/Treasurer and if deemed necessary Assistant Secretary, and shall be appointed at the Annual General Meeting. Nominations for the positions of Vice President, Junior Vice president and Executive Member to be in the hands of the League Secretary at least 21 days prior to the Annual General Meeting. The names to be circularised to the Clubs to be put to the Annual General Meeting. Nominations to be taken from the floor only if no written nominations are received by the due date or if the nominations are not accepted.
b) Nominations by affiliated clubs for the position of President must be in the hands of the Secretary one week before the Annual General Meeting and contain the nominee's consent.
c) Applications for the position of Honorary Secretary/Treasurer must be in the hands of the President at least seven days prior to the Annual General Meeting.
DELEGATES
10. a) The League shall consist of two Delegates from each of the registered Clubs and the League President..
b) In addition to all other powers, the League in general meeting may, by resolution passed by an absolute majority of the delegate members, and without assigning any reason, declare vacant the seat of any delegate, and such delegate shall thereupon cease to be a member of the League, provided that at least one week before the meeting at which it is proposed to deal with such resolution, notice in writing of such intended resolution shall be given to such delegate, and the Secretary of the Club which he represents. A delegate whose seat has been declared vacant shall not be eligible to become a delegate within one year from the passing of such resolution unless declared eligible by a resolution carried by the vote of seven delegates from different clubs.(altered 2008)
PROXY DELEGATES
11. Any delegate may vote by a proxy, who must be a member of the Club he represents, and the holder of such proxy shall have the full power of a delegate. Two Proxy Delegates are to be appointed by clubs at their Annual General Meetings. If required, an additional proxy must be appointed in writing signed by the delegate for whom he is a proxy, and such writing shall be handed to the chairman of the meeting for which he claims to vote.
MEETINGS OF THE LEAGUE
12. The Annual General Meeting of the League shall be held on a date to be decided at the final meeting of the previous season.
a) The Annual Report and balance Sheet for the past year, duly audited, shall be presented.
b) Elections shall be held for the position of Honorary Office-bearers - President, two Vice Presidents, Secretary/Treasurer, each of which shall be elected for two years (President and one Vice President one year with the other Vice President and Secretary the next) and one Executive Member who shall be elected for a period of one year.
c) Appointment of committees.
d) Appointment of League Independent Tribunal. At least six members must be appointed each of whom shall be a person who is neither a Delegate nor a registered Official of any club within the League. It shall be constituted at any time by three members.
e) Executive Committee to consist of President, two Vice Presidents, Secretary and one other.
GENERAL MEETINGS
13. All meetings of the League shall be called by notice to each Club Secretary, given by the League Secretary. Such notice shall be given so as to be received by Club Secretaries at least seven days prior to the date of the meeting. The League shall meet in general meeting when called by the
Secretary.
SPECIAL GENERAL MEETINGS
14. Upon receiving a requisition signed by delegates of not less than seven Clubs, setting forth the objects of such meeting, the Secretary shall call a Special General Meeting to be called within fourteen days of the receipt of such requisition, and such meeting may transact only the business set forth in the requisition calling the meeting. CHAIRMAN
15. In the absence of the President or the Vice Presidents at any meeting, a Chairman shall be elected from the delegates, and the delegate elected shall, in addition to his deliberative vote, have a casting vote.
VOTING
16 a. Each Affiliated Club is entitled to one vote. (altered 2008)
16 b. The sense of every meeting shall be determined by a show of hands, unless a ballot is demanded by at least five delegates. (altered 2008)
ADJOURNMENTS
17. Any meeting of the League may be adjourned from time to time, and at such time and such place as shall be determined by the majority of delegates present at the original meeting, or at any adjournment thereof.
QUORUM
18. A quorum shall consist of seven delegates from separate Clubs.(altered 2008)
RESCINDED RESOLUTIONS
19. A motion to rescind or vary a resolution, which has been carried by the League, may be carried but subject to the following conditions,
a) If the motion which it is thought to rescind or vary has been passed in the current year, notice of intention to move such a variation or rescission shall be given at a previous meeting of the
League, and such motion to rescind or vary shall not be carried unless at least seven Club votes in the affirmative. (altered 2008)
b) If the motion which it is thought to rescind or vary has been passed or adopted in any previous year, notice of intention to move such rescission or variation shall be given at a previous meeting, but such motion may be carried by a bare majority of delegates.
20. The League may from time to time, by resolution at any meeting delegate any of its powers to sub committees or committees or board consisting of such one or more persons as it shall think fit to appoint, and may recall or revoke any such delegation or appointment.
SECRETARY
(1) The duties of the Secretary shall be;
21. a) To ensure that the whole of the clerical duties of the League are effectively carried out.
b) To carry out all the directions given at any meeting of the League and by any committee.
c) To supervise the keeping of the minutes of the proceedings of the League and any committee.
d) To keep a register of the names of all players registered with the League.
e) To perform such other duties as the League may from time to time determine.
(2) The duties of the Assistant Secretary shall be to carry out the duties as specified by the delegates of the League.
ALTERATIONS
22. (1) All alterations to the Constitution must be in writing in the hands of the League Secretary not less than 28 days prior to the Annual Meeting.
(2) No Constitution Rule of the league shall be made, altered, rescinded or added to except by resolution of the League passed by seven Club votes at the Annual General Meeting or at a Special Meeting called for that purpose. (altered 2008)
LIFE MEMBERSHIP
23.i a) Life membership may be conferred upon any member or official for outstanding service to the League over a period of ten or more years.
b) Not more than one Life Member is to be elected annually.
c) Notice of nomination for Life Membership of the GSFL to be in the hands of the Secretary by June 15th for it to be put to the Delegates at the July meeting in any year.
d) Proposal to come from the member clubs signed by that Club's President and Secretary, or from Executive of the League.
e) If the person be present at the meeting they be excluded for the duration of the motion.
f) The presentation shall be made at the Mail Medal presentation night or when the Executive deems fit.
Service Award
23.ii a) A Service Award may be presented to any person who has given ten or more years service to the League in any capacity.
b) A maximum of two Service Awards can be presented in any one year.
Trainer Life Membership
23.iii a) Trainers of the GSFL are to be awarded Trainer Life Membership of the GSFL under conditions laid down by the Trainers Association with acceptance by the Delegates of the League. (see appendix A)
Player Life Membership
23.iv a) Players to be awarded Player Life Membership of the GSFL under conditions laid down by the Delegates. (see Appendix B)
GREAT SOUTHERN FOOTBALL LEAGUE BYLAWS
LEAGUE COMMISSIONERS
1. a) The League shall at its Annual Meeting appoint Commissioners as per rule 12d to deal with charges, complaints or disputes against clubs, players, officials or servants.
b) All tribunals will be held on the Tuesday night following the reported incident, unless for the following;
i) The player not being able to be present , it be held the next Tuesday night convenient to the player. The player cannot play until the charge has been heard.
ii) The umpire not being able to be present, it be held the next Tuesday night convenient to the umpire. The player can play until the charge is heard.
iii) If for any reason a Tribunal cannot be formed on the Tuesday night it can be held at a mutually acceptable time before the next Tuesday night if possible.
iv) If the Chairman decides to adjourn the hearing for any reason, it be held the next Tuesday night. Whether the player can play or not to be determined by the Commissioners.
c) The League Commissioners may, as they in their discretion think fit, censure, suspend or disqualify or impose any penalty as set by this constitution or the rules of the League, any person and/or club found guilty of a charge or complaint.
d) A reported person may only be represented by one of his clubs delegates, or listed proxies, provided they are members of the clubs general committee.
e) Any person found guilty by the Tribunal for an offence be fined $40 to defray the cost of the Tribunal. The fine shall be awarded against the person's Club.
REGISTRATION OF PLAYERS
2. a) Club Officials shall register their players with the League on the prescribed system. Registrations shall be made in the form prescribed by the League and before 8.00pm on the Thursday immediately preceding the Match
b) The League Secretary shall ensure a list of these players is maintained on the prescribed system by the clubs as deemed necessary.
c) Players cleared from this League will be struck off this list in accordance with the prescribed system.
d) Players not registered on the prescribed system (under the terms of the SANFL/CFB prescribed Player Transfer Rules) are not permitted to play without the express permission of the League Secretary and/or Executive Officer.
e) Players under the age of 12 in that year can play Official Grade Junior Football by being registered on the prescribed system and Teamsheet on the day of the match. (subject to complying with section h)
f) Players not having played in the previous 24 months in the GSFL and desirous of changing clubs, can do so by registration on the prescribed system as in (a).
g) All details of registration in the prescribed form are to be completed, Name, Address, Date of Birth (ALL PLAYERS), date of last competition match, with a completed Playing History Declaration (if a Senior Player) and be signed by the player. Penalties exist for false declarations.
h) A player shall only be eligible to play official grade Junior football if the player provides the club an original copy of their Birth Certificate or drivers Licence and is registered in the prescribed form within the prescribed rules in (d) – Club to hold copies of proof of age and to make available to the League Secretary upon request.
i) The ages of official grade Junior Players shall be;
Junior Colts under 14 and a half as at January 1st in that year.(under 15 as at July 1st of that year)
Senior Colts under 17 and a half as at January 1st in that year.(under 18 as at July 1st of that year)
Mini Colts under 12 as at January 1st in that year.
PENALTY FOR IMPROPER REGISTRATION
3. a) A player who has obtained registration or Club who has registered a Player by means of a false statement shall be dealt with by the Commissioners and/or in accordance with the League APPS.
b) Registrations not having date of birth or Parents/Guardian signature are ineligible for colts and will be considered Registered only for senior matches.
QUALIFICATION OF PLAYERS
4. a) A player shall not be qualified to play unless they are registered under the prescribed rules & system of the League on or before 8.00pm on the Thursday immediately preceding the match.
QUALIFICATIONS FOR FINALS
5. a) Players to be eligible to play in the Final Round of matches must have played not less than five weeks in the minor rounds, unless the player be of mini colts age then only one minor round game shall be necessary.
b) Players to be eligible in the Final rounds of matches qualify in the grade in which they played the majority of minor round games unless the number of games is equal in which case they qualify for the higher grade and except in (c), shall not play in a lower grade. These conditions shall not apply to the Colts division. (altered March 2016)
c) If both A and Reserves grade or Colts Teams of the same club are playing Final Round Matches on the same weekend any player not selected in the Senior 21 is eligible to play in the Junior grade Final regardless of clause (b).
d) Any player who has played in a Reserves final under clause (c) shall be eligible to continue to play in the Reserves for the remainder of the final’s series, provided they do not play in any further A grade finals matches in that series. (AGM Dec 2020)
e) Any deviation from this rule necessitated through illness or injury or other unforeseen circumstances, may be dealt with by the Commissioners. The player and the Club have the right to be represented at this hearing.
PLAYER TRANSFERS
6. a) No player, except as provided for 2(d), shall be permitted to play in this League until he has obtained a transfer from the last club and Association/League with which he last played, in the form prescribed by the League Such transfer must be approved in the prescribed system on the day before being permitted to play.
b) A player who has been refused a transfer from one club to another within this League may appeal to the League Independent Tribunal subject to the terms & conditions of the SANFL/CFB Player Transfer Rules.
c) In the case of a club's refusal of a transfer to any player, the clubs concerned are to be notified in the prescribed system & format and if the subject of appeal be notified of the hearing date by the Secretary of the League.
d) No player shall be granted a transfer from this League or by any club within this League, who is under disqualification or suspension.
e) Any player from this League who plays for an SANFL Club is permitted free interchange between his SANFL club and the local club with which he is registered. However to play in another League a transfer must be obtained from this League.
7. A bona fide student returning to his home shall not require a transfer form another League or Association, provided he is not under suspension or disqualification by a controlling body.
8. A player from this League playing for an SANFL Club and named and numbered between 1 and 35 on that Club’s Senior List is not permitted to return and play for his original Club without the written consent from the SANFL League Club. The written consent to be lodged with the GSFL Secretary before the player plays. (altered 2007)
9. a) No club shall play any player who is under disqualification by any Australian football authority and any club. Violation of this rule will be dealt with by the SANFL Investigation Committee.
b) If any player is reported and suspended he may not play in ANY GSFL programmed match until suspension is complete.
c) Any player in the GSFL can only play for one club in this League in any one season, unless with the permission of the Commissioners.
PLAYING AN UNQUALIFIED PLAYER
10. a) No club shall play a player who for any reason is unqualified.
b) Any incident of a club breaking this rule must be reported by the Secretary to the President who will confer with the Executive Committee and shall inflict any of the following penalties:
1) If the Club wins the match they will loose the Premiership points scored for that match and have the points scored 'for' annulled and be fined $200. The losing team will not receive the Premiership points.
2) If the club looses the match they will be fined $200 and also have the points scored' for' annulled.
3) Any club breaking the rule in the Major round will loose the match and be fined $200. The loosing team will be awarded the match.
c) For an incorrect Teamsheet the Executive shall inflict any of the following penalties;
1) If an incorrect name is put on a Teamsheet and it can be proved a registered qualified player plays, the club is fined $50.
2) The same name appears twice on a Teamsheet and it can be proved that a registered qualified player plays, the club be fined $50.
3) No runner designated on a Teamsheet, the club be fined $50.
4) If the Executive desires due to extraordinary circumstances, the teamsheet may be passed on to the Commissioners who can inflict any penalty under this Rule.
10 d) Any Club found to be playing a player under an assumed name shall be dealt with as follows:
- Named match Officials on the team sheet to be taken to the Tribunal and charged under Rule 11B c) and d).
11 A REPORTING OF OFFENCES DURING A MATCH
The following shall have the power to report under the National Australian Football Council Laws of Football;
i) Club League Delegates.
ii) League Executive.
iii) All Panel Umpires and Umpires Observers officiating on the day.
All such reports to be in the hands of the League Secretary by 9.00pm the Tuesday immediately following the game.
11 B REPORTING OTHER OFFENCES
1) Clubs are to be responsible for the behaviour of their Officials.
2) No Club, official, player, or servant of the League or of a League Club shall;
a) Use abusive, threatening or insulting language to the League Delegates or umpires or other Officials or to players or to gatekeepers.
b) Interfere or assault any League delegate, umpire or other official or servant of the League or a playing member or a gatekeeper.
c) Be guilty of any other conduct which is detrimental to the best interests of the Australian game.
d) Refuse, or neglect to comply with or observe the Rules of the League.
3. a) Charges under this Rule (11B) may be made by an umpire, an Official of a Club or an Official of the League.
b) Any Club allowing incorrect attire to be worn in a match or permitting Officials incorrectly on the oval during a match may be reported by the opposing Club.
c) All reports must be in the hands of the League Secretary by 9.00pm the Tuesday following the game together with a fee of $100 which will be refunded if the charge is upheld.
d) Any Club or individual found guilty of an offence against this Rule (11B) in respect to the conduct of an official of that Club, shall be liable to a penalty not exceeding $500. Such penalty not paid within fourteen days of notice shall incur a further $20 fine, then all fines shall be paid within seven days of further notice or all premiership points gained while the Club was unfinancial shall be irrevocably lost.
11C HEARING OF CHARGES
All these charges shall be held before the League Commissioners within seven days of the charge being laid.
11D RULES FOR APPEAL
Against Commissioners finding at a Tribunal Hearing
Appeals Committee
To consist of any two members of the GSFL Executive and three neutral Club Presidents.
Procedure to call Hearing
If there is a perceived injustice from the Tribunal Hearing to the defendant by any of the parties involved, the following must be adhered to:
1. Appeal to be lodged with the GSFL Secretary by 9.00pm the following night.
2. Appeal to be heard the following night. after 1 above)
3. $200 to be lodged with the appeal.
4. Appeal to be lodged by the concerned party’s Secretary / Club Official .
Appeals Committee’s rights.
The Appeals Committee may make any of the following which will be binding on all Parties concerned.
1. Reduce the Penalty.
2. Increase the Penalty.
3. Leave the Penalty the same.
4. Dismiss the Tribunal finding.
If the Appeal is upheld by the Appeals Committee the $200 will be returned.
NOT PLAYING AFTER SELECTION
12. Any player selected to play in a combined League team who neglects or refuses to play in such a match or attend training without reasonable excuse, may be dealt with as the Commissioners see fit. Excuse on medical grounds must be accompanied by a Doctors Certificate. The League reserves the right to request the player to consult a doctor of the League's choice at the Leagues expense.
RIGHT OF APPEAL
13. A player who is suspended or otherwise punished may appeal to the SANFL under the conditions as set out in the Affiliated Leagues Charter.
CLUB COLOURS
14. a) i Each club shall register its full uniform (colour and design) with the League at each Annual General Meeting for its acceptance by the Delegates, only the registered uniform shall be worn by the respective players in GSFL matches. In the event of an emergency and the correct
uniform not being available, the uniform to be worn shall be satisfactory to both captains.
a) ii Clubs allowing incorrect uniform to be worn shall be fined $210 per team ($10 per player) each match if found guilty by the tribunal.
b) If in the opinion of the Executive a clash of uniform may take place;
i) In the minor round the home team shall wear their registered uniform and the visiting team shall wear the uniform as determined by the Executive.
ii) In the major round, the team finishing higher on the Premiership list at the end of the minor round, shall wear their registered uniform, the opposing team the uniform as determined by the Executive: Or if the opposing team desires can use the Association uniform.
PROGRAMME OF MATCHES
15. a) A programme of matches shall be decided upon at the Annual General Meeting.
Alteration to match venue
b) When considered necessary because of extenuating circumstances the League Executive shall endorse a recommendation from each of the two participating clubs for a change of venue by no later than 7.00pm Friday immediately before the match.
c) To change the day from Saturday to Sunday 7 days notice must be given to the League.
MATCHES
16. a) The Football season shall commence on a date to be fixed by the League at the Annual General Meeting.
TIMES OF PLAY
JUNIOR COLTS: Starting time no later than 10.00am,
quarters 2x10 mins and 2x15 minutes all no time-on.
Final siren to be sounded no later than 11.10am.
SENIOR COLTS: Starting time no later than 11.15am,
quarters 2x15 mins and 2x20 minutes all no time-on.
Final Siren to be sounded no later than 12.40pm.
RESERVES: Starting time no later than 12.45pm,
quarters 4x20 minutes, no time-on.(Finals 2 x 20 mins NTO + 2 x 15Mins plus time on)

Final siren to be sounded no later than 2.25pm.
A GRADE: Starting time no later than 2.30pm,
quarters 4x22 minutes, time-on in all quarters.
Time on to be added in other than A grade if a player is being removed
from the oval on a stretcher.
b) Any club not ready to start at the appointed time may be fined or otherwise dealt with as the League may think fit and in addition, if not ready to start within 10 minutes of the appointed time, shall forfeit the match to the opposing team. The field umpire shall notify the Secretary of
the League of the details of any default, and his decision as to the time shall be final.
c) The Reserves must be finished by 2.25pm and the A grade START by 2.30pm, and club not ready to start by 2.30 shall be fined $50 with a further $50 fine if not ready by 2.35pm.
d) Starting times of matches may be altered from time to time as the League sees fit.
MATCHES OTHER THAN LEAGUE MATCHES
17. No club shall play any match other than a League match without first obtaining the previous approval of the League and clubs not involved in semi-final or final games shall not play any match without first obtaining the approval of the League.
PREMIERSHIP CONDITIONS
18. a) In all matches two points will be counted for a win and one point for a tie.
b) If, at the conclusion of the first round any two or more clubs have obtained an equal number of points, the position of such clubs shall be determined by the percentage of points kicked for and against such clubs.
Method of percentage
Points scored for – divided by the points scored “for” plus points scored “against” multiplied by 100 to give a percentage.
c) At the conclusion of the Minor Round of matches the first five clubs shall play off for the premiership.
(1) Elimination Final 5 v 4
(2) Qualifying Final 3 v 2
(3) First Semi Final Winner (1) v Loser (2)
(4) Second Semi Final 1 v Winner (2)
(5) Preliminary Final Winner (3) v Loser (4)
(6) Grand Final winner (4) v Winner (5)
(7) The Winner of (6) shall be declared Premiers
d) That all ties in Finals decided by extra time played each end, beginning with five minutes each end and adding additional five minute segments as necessary.
e) In all Finals matches involving Junior Colts, Senior colts and Reserves, time-on will be played in the last two quarters. In case of a Tie extra time will include time-on.
FORFEITURE OF MATCHES
19. a) No club or player shall refuse to play under the field umpire appointed by the League, and no club shall forfeit any match because of objection to the appointed umpire. A club so refusing to play or forfeiting a match for such reason shall be suspended or expelled from the League or otherwise dealt with as the League may determine.
b) Any players or player who refuse to play or takes part in the forfeiture of the match on account of the objection to the appointed umpire may be disqualified for such period as the League shall think fit.
c) A Club forfeiting a match for any other reason shall notify the League Secretary of its reasons for forfeiting and the League may accept the explanation, or deal with the club so forfeiting or the players of such club as it may think fit.
d) In the event of a club receiving a forfeit it will be credited with the points "scored for" at the rate of 100 points for A grade, 80 points for reserves, 60 points for Senior Colts and 40 points for Junior Colts.
e) Any club which forfeits a match in the last three minor round games shall be liable to a fine of $50. per match.
TEAMS
20. a) In every match a list of the twenty one (or twenty three if Junior Colts) players with their respective numbers shall be exchanged by an official of each opposing club, and only the players mentioned on such list shall be qualified to play. A copy of each list shall be handed to the field umpire before the start of the match, to be kept by him when necessary for identification purposes when a charge is laid.
b) The interchange players must be on the ground in uniform and ready to play for the entire duration of the match.
c) The Interchange players who comply with (b) of this clause, but not otherwise, shall for all purposes be deemed to play in such match.
d) If a match is forfeited all players listed on the Teamsheet shall be deemed as having played.
e) Runners names must appear on all Teamsheets.
BEST AND FAIREST AWARDS
21. a) In the event of a tie in any grade all players be equally recognised. (There be no count back).
b) The fact of a player being found guilty of a reportable offence, will then be deemed ineligible for this award.
c) The fact of a player being suspended through the Sendoff rule is to have no effect on the outcome of this award.
UMPIRES
22. a) The League shall arrange for the appointment of field umpires for every match under its control. Each club for each match shall provide one boundary umpire and one goal umpire in proper uniform and one timekeeper.
In the event of any Club failing to do so, the opposing Club may appoint a substitute. The defaulting Club to pay the fee of such umpire.
b) No League Field umpire, who has acted as such, shall be allowed to play in a League match during the season in which he has acted, except with the consent of the League.
c) The League may annul the appointment of any umpire during the season.
d) The scores shall be kept on scoring cards supplied by the League to the goal umpires, and are to be initialled by the field umpire and returned to the home Secretary who will forward them to the League Secretary no later than three days after the match. The Home Secretary shall also forward to the League Secretary team sheets and voting papers no later than three days after the match.
PROTECTING GOAL UMPIRES
23. To prevent spectators crowding the goal umpire, all grounds must be roped back from behind the goal post for a reasonable distance. Any club failing to carry out thin rule may be dealt with by the Commissioners as they see fit.
CHANGING OF RULES AND BYLAWS
24. No rule or bylaw of the League shall be made or altered or rescinded or added to except by resolution of the League, passed by seven Club votes at the Annual General Meeting or at a Special General Meeting called for that purpose, of which notice shall be given not less than 28 days before the date of holding same, and which notice shall set out the proposed alterations.
OTHER MATTERS
25. a) Any club not paying any monies due to the GSFL by the due date on the account (which will be 21 days from the date of the account) will be fined $20 to be added to the account, the total then to be paid in 7 days of notice to the club Secretary, from then on $20 will be added for each further 7 days the account is not paid.
b) A Declaration will be signed by all clubs agreeing to abide by all the Rules and Bylaws of the GSFL in their entirety. This be a requirement of Affiliation.
26. Any matter not covered in these rules may be dealt with as the Delegates see fit.
PLAYER POINTS REGULATIONS
27. All Clubs shall abide by the Approved Player Points System as in APPENDIX “C”.
APPENDIX “A”
TRAINERS LIFE MEMBERSHIP AND RULES
1. The League accept all past and present records of the GSFL Trainers
Association up to 1986.
2. To be eligible a Trainer must have;
a) A current Basic Level 1 Sports Trainers Certificate as laid down by the SANFL or equivalent St John Certificate up to 1986, there after hold Basic level 1 Certificate.
b) Given 20 years service as a sports trainer to a club or clubs in this League, with a minimum of 12 years to A grade.
c) Been a registered member of the GSFL Trainers Association and abide by the code of ethics set down by ASTA.
3. Life Membership be presented when time arises to be determined by Trainers Association. Names to be forwarded to the delegates by June 30th each year.
4. Life Membership to be presented with a Certificate and medallion, these will be presented at the Mail Medal presentation or other suitable venue.
5. All Clubs must have a minimum of three Trainers.
6. The Head Trainer to hold a Certificate of Basic First Aid or Level 1 or Level 2 Sports Certificate.
7. All games to be attended by a Sports Trainer or Trainers of each Club.
8. All Sports Trainers to be registered with the GSFL Trainers Association.
9. Failing to abide by these Rules will be dealt with under Constitution Rule 11B 2d) with penalties under 11B 3d).
APPENDIX “B”
PLAYER LIFE MEMBERSHIP
1. Any player who plays 225 A grade matches in the GSFL shall be eligible to receive Player Life Membership of the League.
2. Player to receive a Medallion.
3. To be presented at the Mail Medal Presentation or when the Executive see fit.
4. Association matches to count from and including 1986.
5. League Secretary's records to be the official record.
