Amendments to GSFL Bylaws – AGM 23rd November 2009
THE “SEND-OFF” RULE
This regulation is to be read in conjunction with the AFL Laws of Australian Football, in particular, Law 19.2 – Reportable Offences.
CATEGORY 'A' ( REPORT) for a breach of the following rules:-
1. Rule 16.9.1 to 16.9.9 inclusive.
The Umpire shall indicate that the person has been reported by holding a RED CARD towards the Interchange Steward.
The offending player shall be automatically reported and sent from the field for the remainder of the game and not replaced for a period of 5 minutes, if, in the opinion of the umpire, the breach was either deliberate, vicious or provocative. In this situation, the field umpire shall stop the play and indicate to the timekeeper or match steward who shall record the 'send off' and time thereof.
CATEGORY 'B' (WARNING) for a breach of the following rules:-
1. Rules 16.9.1 to 16.9.9 inclusive
The offending player shall be warned at the discretion of the umpire. A player so reported shall be ordered from the field according to the procedures described in Category 'A'. A player so warned shall be sent from the field for a period of 5 minutes and NOT REPLACED. In this situation, the field umpire shall stop the play and indicate to the timekeeper or match steward who shall record the 'send off' and time thereof. If the offending player receives a second warning, whether it be
for the same or any other offence on the same day, he shall be ordered from the field for the remainder of the game and NOT REPLACED for a period of 5 minutes. (In this instance warning sheet will be issued for each offence).
The following to apply:-
A player who receives three (3) warnings during the course of any two (2) year period will be automatically suspended for the following two (2) weekends after the third offence in which his club plays. The club and player will be notified by the League Secretary in writing stating the
weekends of disqualification.
If a player receives a further warning after being suspended in the course of any two years the player will be automatically suspended for a further two matches.
Right of Appeal
The player has the right of appeal to the GSFL commissioners against and Sendoff. This appeal to be lodged with the Secretary of the League by 9.00am on the Monday after the Sendoff, accompanied by a $200 fee which shall be forfeited in the event of the Sendoff being upheld. The ruling of the Commissioners is subject to appeal as per GSFL BYLAWS..
Reports
i) A Player reported for an offence shall be sent from the field and shall not be replaced for a period of five (5) minutes of playing time.
The Field Umpire shall stop the play and indicate to the Interchange Steward the number of the player reported shall be recorded on the interchange sheet along with the time when the player leaves the field.
The reported player may not return to the field during the match, however such player be replaced on the field by another player at the end of the five minutes playing time as notified by the Interchange Steward.
Category A Offence is one where the offence is such to cause a player to be officially reported and whom shall then be required to appear before the Tribunal in accordance with the Laws of Australian Football.
Category B Offence is dealt with by the send of rule (Yellow Card).
4 Special notes concerning the “Send Off” Rule
i) The time for a five (5) minutes (Playing Time) “send off” shall commence when the offending player crosses the interchange line.
ii) The offending player or his replacement must re-enter the playing field through the marked interchange area.
iii) The club representative of a player who has been warned shall attend the umpires’ room after the match in order to receive the written advice of the warning in the same manner as for the procedures for reporting players.
5 Umpires Signals for players sent from ground
i) Warning (5 minutes)
The umpire will show a YELLOW CARD to the Interchange Steward as well as the player
ii) Report
The Umpire will show a RED CARD to the Interchange Steward as well as the player.
iii) Blood Rule
The Umpire shall cross his arms with fists clenched to indicate that a player is being sent from the field because of the “Blood Rule.”
Note:- A player required to leave the ground because of this rule should be replaced immediately the Umpire gives the “Blood Rule” signal and play can recommence immediately the affected player leaves the field.
It is a requirement for the Interchange Steward to record the Interchange on the prescribed form.
