2010 Interchange Agreement
between the
Maryborough & Castlemaine District Football League
and the
Lexton Plains Football League
This agreement is for Lexton Plains FL and Maryborough & Castlemaine DFL Junior players to play in under age competitions only, in order to provide players with the opportunity to play with MCDFL or LPFL clubs who have junior football player shortages.
1. Players must only compete in one match for one club per weekend. Therefore, any player requesting an interchange to another club is forfeiting their right to play with their home club on that weekend.
2. A player must have competed in at least one home and away match before being eligible to apply for an interchange agreement to play with another club.
3. If the player’s registered club has a bye or break in the draw, that player must have played with the club they are seeking interchange with in the current season prior to them being allowed to play on the weekend of their bye or break in the draw.
4. The number of players permitted to interchange from any club in any week must not exceed 5 players
5. The maximum number of games that can be played by any player under this agreement is 7
6. Clubs must ensure they inform their opposition that they will be playing interchange players
7. Clubs must clearly mark ‘Area Permit’ on the team sheet next to the name of the player in question.
8. Players found guilty of breaching this agreement shall be suspended for a total of 4 matches
9. Clubs found guilty of breaching this agreement shall be stripped of any premiership points and percentage gained from each game consisting of a player who has breached this agreement
10. If there are any issues with the submission of an interchange form, the league Secretary will contact the player/club in question
11. Both leagues will keep a record of all players who play in each match on an interchange agreement.
12. This agreement does not include finals matches. Under no circumstances can a player play in a final under an interchange agreement.
13. A player cannot interchange whilst under suspension.
14. A player must complete the relevant interchange form which shall be deemed current for the entire season. A signed copy of this interchange form must be submitted to the league Secretary of the league in which they wish to play in at least one day prior to the game the player wishes to participate in. Failure to comply shall result in a penalty as deemed reasonable by both league Secretaries. A fine of $100 for the first offence shall be issued to the offending club who do not obtain permission from both league Secretaries prior to the match, any further breaches will be charged at $250 per offence which is the maximum penalty allowed by the VCFL. The fine shall be paid to the league the player participated in without permission.
15. If an interchange player is reported, the Tribunal of that league will hear the charge. Any penalties imposed shall be served in the League in which the player is registered.
16. The player, player’s parent or guardian, the junior club secretary/president, the LPFL Operations Manager and the MCDFL Operations Manager or CEO must sign the prescribed interchange form. Failure to adhere to this will result in a four-week suspension to the player concerned.
17. This agreement applies only to the MCDFL and LPFL Under age competitions. i.e players cannot Interchange into MCDFL or LPPL Open Age competitions.
18. If a club breaches the rules of the Interchange agreement, they lose the right to interchange players for the remainder of that calendar year.
