NCAA Player transfer Information
TO: QBL DELEGATES
RE: NCAA PLAYERS NOW REQUIRE A USA CLEARANCE
We have just been advised by Basketball Austalia that all players leaving a US College/University program to play all divisions of basketball in Australia need to get a USA Basketball Clearance. Please note that this also applies to college students that are coming home for holidays and returning to college at the end of the QBL season.
I have attached information that needs to be filled out by the player and sent to USA Basketball. You as associations also have to send an International Clearance request to Basketball Australia.
Following is the extract of communication received by Basketball Australia from FIBA regarding the issue:
“It is considered very important for FIBA and its member federations to be in a position to follow up and monitor the transfer of players between the NCAA and national federations member of FIBA. It has thus been decided to request federations to ask for a LOC from USAB prior to a registration to ensure that for example a player has not left a FIBA club (in violation of his duties) to go to NCAA and then goes back to another FIBA club without the former FIBA club being informed (or compensated as the case may be).
The monitoring of these transfers is therefore crucial and can only be achieved if a LOC is processed.”
Basketball Australia have apologised for the late notice but the issue has just been identified to them recently.
