By-law Basics: Get in the know

Murray Bridge basketball participants are encouraged to read the following by-law changes. These amendments feature both significant as well as minor rewording of the previous by-laws. The document came into effect at the start of the 2010/11 Summer Season. The previous version of the by-laws are available for download under the 'Forms & Rules' section. This publication will be updated to reflect the changes shortly. Until then, you can read the alterations below.

CHANGES TO BYLAWS AUGUST 2010

 1.   NOMINATIONS:

 

SENIOR TEAMS.

1.3. a.    All Club affiliated team nomination fees for SENIOR teams must be paid in           

              full by the second (2) week of the competition.

              PENALTY: Non payment by the due date, will result in each game thereafter     

              being classed as a forfeit until payment is made.    

      b.    INDEPENDENT teams not affiliated with a Club, nomination fees must be       

             paid when TEAM IS NOMINATED.

             PENALTY: Non payment at this time will result in the team nomination not

             being accepted  .

JUNIOR TEAMS.

      a.     All Club affiliated team nomination fees for JUNIOR teams must be paid

              in full by the fourth (4) week of the competition.

              PENALTY: Non payment by the due date, will result in each game thereafter

              being classed as a forfeit until payment is made.

      b.     INDEPENDENT teams not affiliated with a Club, nomination fees must be

              paid when TEAM IS NOMINATED.

              PENALTY: Non payment at this time will result in the team nomination not

              being accepted..

 

 2.   REGISTRATION.

 

2.3.   A person who does not re-register when registrations fall due is deemed to be

         unfinancial and is no longer a player of the Association until they re-register

2.4.  All players’ names, address, phone number, D.O.B. and email address .

        All Umpires names, address, phone number, D.O.B. email address and                  

        signature of the Umpire.

        The above must be filled out on the required Association registration forms each

        season to become a registered Player and/or  Umpire for the Association.

        ( refer to constitution)

2.5.  Teams with more than ten (10) players registered per team will be charged

        an extra fee of  $25 for each extra player, as set by the Management

        Committee 2007.

 

 4.    CLUBS.

 

4.2.  The Association must be notified in writing of the intention to form a new

         Club/ Team. Such notification must be given prior to the start of the season

         and must include the name of the Club/Team, a description of proposed uniform

         colours, name of contact person, contact number and email address.

 

5.    JUNIORS.

 

*5.2.  21 and under Competition: Junior prices apply to players under the age of

        eighteen (18) as at the 31st December of the year the season finishes. Any

        player above this age group will pay Senior fees.

        Junior players playing 21 and under Competition must show their Student I.D.

        Card if requested.

*( As written 5.2. will now become 5.3, 5.3 will become 5.4 and 5.4 will become 5.5.

    and is rewritten as follows.)

5.5.  No exemption for junior players to play below their correct age group except

        with a written medical certificate.

 

6.    RULES.

 

6.1. The rules of the game shall be those of the Federal International Basketball

       Association, except where the Association shall determine otherwise.

 

7.    UNIFORMS.

 

7.1. e. Undergarments must be the same dominant colour as the shorts.

           F.I.B.A. ruling (other equipment)

*7.3.    All players are required to have correct Uniforms by the fourth (4) week.

          Any player in incorrect Uniform after the third(3) week of the season will

          have a foul recorded against their name and two(2) awarded to the

          opposition team .( the penalties to be recorded during the half time period

          and before the third quarter commences).

          This does not apply to the U/10 Competition.

 

8.       TIMING. 

 

8.3.    MINOR ROUND GAMES: The clock shall only be stopped in the last two (2)

          minutes of the fourth (4th) quarter on every whistle.

          EXCEPTION : U/10 Competition- the clock shall not stop throughout the     

          game.

          (a) No time outs allowed in the last two (2) minutes of the first, second and

               third quarters.

          (b) Each team is allowed two (2) time outs per half.

          (c) The option to stop the clock in the last two (2) minutes of the game shall be

                at the discretion of the losing teams’ coach.

          (d) There shall be no play off for a draw game in the minor round games.

8.4.    SEMI FINALS: The clock shall only be stopped in the last two (2) minutes of

          the fourth (4) quarter as in the minor rounds

8.5.   PRELIMINARY AND GRAND FINALS: The clock shall be stopped for all

         charged or official time outs for the duration of the game. Plus in the last two (2)

         minutes of the fourth (4th) quarter, the clock shall be stopped on every whistle.

8.6.   All  finals shall play an extra five (5) minutes to affect a result.

        The clock shall stop for all timeouts, plus all whistles in the last two (2) minutes.

         Each team is allowed one (1) timeout.

         The foul count will continue.

         In all extra periods the team shall continue to play towards the same basket as in

         The fourth (4) quarter. (as per F.I.B.A. rules).

 

9.      BEHAVIOUR.

 

9.1    Players, bench personnel and spectators who repeatedly use abusive, offensive

         or intimidating  behaviour shall be ordered out of the Stadium.

9.2.   (7) DELETE.

9.4.    A tribunal of three (3) persons plus a Minute Secretary shall deal with all such 

          disciplinary penalties/suspensions, as deemed necessary.

          Any penalty imposed will begin immediately and will cover all games/teams or     

          the like that are organized by the Association, or any other affiliated

          organization in which the offender or offenders are involved.

          The tribunal shall meet as soon as possible prior to the offender/offenders next

          scheduled game where possible.                  

 

11.     FORFEITS.

 

11.5.  PENALTIES.

·        Notified forfeits for Junior                                                 $15

                      and Independent teams

·        Un-notified forfeits for Junior                                            $25

                      and Independent teams

·        Notified forfeits for B grade, A.R.

                      and Independent teams                                                       $20

·        Un-notified forfeits for B grade, A.R.

                      and Independent teams                                                       $35

·        Forfeit fines for finals

                      Junior, Senior and Independent teams all.                          $50

          ( G.S.T. to be added to all fines)

 

12.     SCORERS, TIMEKEEPERS, MANAGERS.

 

12.2.  Score sheets must be filled in prior to the scheduled starting time of the match.

         All team members names should be listed at this time.

         The Coach and Captain shall be identified on the score sheet.

          No names shall be added after the commencement of the game.

          EXCEPTION: Players who were present before the commencement of game

          And their names have been omitted, may be added to the sheet.

12.3.  Each team in the Junior competition must nominate and have in attendance a

          Coach and an adult team manager.

          The team manager is obliged to organise a scorer or timekeeper.

 

13.     BASKETBALLS.

 

13.1   Sizes                     5: U/10 Girls & Boys

                                        6: U/12 & 14 Boys

                                        6: U/12 Girls through to the Senior Women

                                        7: U/16, U/18, U/21 Boys & Senior Men

 

14.      MODIFIED RULES FOR JUNIORS.

 

14.2    U/10 shall take foul shots from the front of the circle.

           U/12 shall take foul shots from the 12’ line.

 

16.      BEST FIVE LIST.

 

16.2    The Grading Committee and or Executive Committee shall review the players

            list and determine the “Best Five” players plus one (1) reserve player from

            each club/team, the Stadium Co-ordinator to display on notice board.

16.4     The Grading Committee and or Executive Committee shall review the

            “Best Five” list whenever a new player registers or when a player on the

            “Best Five” list stops playing.

 

21.      PLAYING REGULATIONS.

 

21.2    (b) Any player wishing to pass across to another team in the same age group,

            must apply in writing to the Management Committee for permission.

           (c) EXCEPTION: Life members( refer- Nominations)

           (d) To be eligible to play for an Association team. A player must play

            sufficient games for a local team within the current season to qualify for

            the finals.

            A player whose family resides in the local area but boards outside of the area

            Can also be eligible Association team selection .        

           

            (f) DELETE.

 

23.      ELIGIBILITY FOR FINALS.

 

23.1.   Players shall not compete in the finals of a series unless they have played in at

           least one third plus one (1/3 plus1)of the minor round matches for that team.

           EXCEPTION: Teams may play any player from their Club providing that

           player has qualified for finals in their nominated grade( Subject to other rules).

23.3.   DELETE: (Two (2) points will be awarded for a bye)

23.4.   Association teams are not eligible to compete in the finals unless there are less

           than four (4)  teams in that grade.

 

26.      VOTING.

 

26.2.   DELETE: EXCEPTION: Players playing below their correct age group.

 

29.       PROGRAMMING.

 

29.1     Playing times, dates and venues shall be arranged by the Management

            Committee.
