Ms O'Byrne was unavailable for comment yesterday.
If, as expected, the submission gets Cabinet's approval, the business case will be presented to the AFL by Ms O'Byrne and possibly Tasmanian Premier David Bartlett.
The AFL Commission meets today in Sydney for its monthly meeting, but the Tasmanian case will not be presented yet.
The business case has been through an exhaustive process even before reaching Cabinet.
Put together by Melbourne consultancy company gemba -- including the company director, 1996 Brownlow Medallist and former Essendon premiership captain James Hird ---- it has already been picked over with a fine-toothed comb by the Tasmanian AFL campaign steering committee.
Steering committee member and triple Brisbane premiership full-forward Alastair Lynch, after seeing the first draft of the business case, said: ``It only enhanced my excitement about the whole prospect and encourages me that it is something that realistically can happen.''
Tasmania's campaign for an AFL licence has already gained a multi-million-dollar naming-rights sponsorship from confectionary company Mars, and second-tier sponsorship from MyState and TOTE Tasmania.
