"The best-case scenario is every year we play Queensland and New South Wales plus the other state that has the bye out of South Australia, Western Australia and Victoria," Wade said.
With the SANFL and WAFL scheduled to meet next year, it could mean Tasmania takes on the VFL side just a year after the Devils finished last in the same competition.
Wade said plans were being made to strengthen the team.
"We have spoken to [AFL Victoria chief executive] Peter Schwab about potentially doing something with Victoria but there is nothing definite," he said.
"We will try to access some Tassie VFL players but whether that is achievable we don't know.
"We are a long way to go yet before we can confirm we are playing state games but there is an intent to do it."
Tasmania has only played one state game since 1999, against Queensland last year at Aurora Stadium, where the visitors won by 11 points.
"It has got to do with what surplus money we have, if any, in the budget but certainly the intent is to play at least one state game," Wade said.
"When you operate a state league competition it is nice to pick a combined side to play against another state league.
"We would love the opportunity to do that if we can.
"We know Queensland are interested and we know
New South Wales would be
interested and we know there is some interest from Victoria if we can get access to the Tasmanian blokes who actually play in the VFL, including the AFL listed players, but that would be up to the AFL clubs.
"We have a bit of work to do there yet."
