Message from SPGC President Vidhya Lakhan concerning Evaluation Commission visit to Samoa.
The make up of the Commission is:
Mr John Tierney (Cooks Islands), Hon Treasurer of SPGC, as Chairman
Mr J D Maharaj (Fiji), CEO Suva2003 Games, as Member
Mr Ken Tupua ( A.Samoa) Secretary General American Samoa, as Member.
The Prime task of the Commission is to evaluate and report on Samoa's preparation to host the 2007 Games, with recommendations if any. The task is not going to be an easy one bearing in mind the different stakeholders in Samoa who are or have become involved.
In carrying out its task the Commission will also:
1.Brief the New President and Board Members of the Samoan NOC their responsibilities and obligations under the SPGC Charter as the host Association to whom the Council has entrusted the honor of hostig the 2007 Games. Even though the NOC has entered into an MOU with the SPG Authority, the NOC is still answerable to the Couoncil in all aspects of the organisation of the 2007 Games.
2.Meet with the SPG Authority to review in detail their plans for the Organisation of the Games; and to brief them on the requirements and
expectations of the Council under the Charter in terms of the delivery of the Games. The Charter must be respected and adhered to in all aspects.
3. Meet with the two Ministers who are co-charing the Autghority and explain to them the purpose fo the Commission's visit and offer the Council's assistance in ensuring Samoa hosts the best Games ever. If deemed necessary and appropriate meet and brief the Prime Minister on how the Commission sees Samoa's preparation progressing.
4. Meet with all the NF Executives and specially the Competition Managers of each of the Sports on the Games Program impress ti them the need to
liaise with their respective IFs to ensure IF rules and regulations are adhered to in the delivery of the sports competition.
We do know that the Samoan NOC has entered into an MOU with the SPG Authority. The commission should get hold of a copy of the MOU and
familarise youselves with its contents before departure to Samoa. I have asked Tapasu (the President) and Niko (The Secretary General) for a copy but have not received one as yet.
I will leave it to the Commission to determine how they wish to handle the task, but it might be helpful if the Bid City Contract, John has a copy, was used as a quide to ensure nothing is overlooked.
I will also leave it to John to liaise with Samoa and the other members of the Commission to determine a suitable time and other details for the Samoa
visit.
I have been invited by the Minister Faumuina Tiatia Liuga who is the Chairman of the South Pacific Games 2007, to visit Samoa. I would like do that after I get the Commission' report on their visit.
