In the simplest form, our constitution is the set of rules, basic structures and methods of operating that our association uses to run Lacrosse in South Australia. It is vital that it reflects the current climate in which we work and is progressive in nature, allowing our sport to develop and change in tune with the sporting landscape.
It was this philosophy that gave rise for LSA to ask questions of itself and how our constitution fared in terms of progression. A process of review and constitutional change was undertaken in 2012 and the work has now recommenced as a direct continuation of work previously undertaken. Further to this, the Australian Sports Commission in conjunction with Office of Recreation and Sport in SA have made the request of all State Sporting Organisations ensure that our constitution is a working document that embraces and reinforces best practice governance methodologies. Equally as important, it forms part of LSA’s requirements for a continuance of funding from the state government.
LSA board has appointed a Steering Group to undertake the initial stages of review, formulation of a new draft constitution based on the alignment to the national body, Board and committee restructuring and rework of all supporting policies, bylaws and underpinning documentation.
Steering group members:
Mark Polden (Chair and Current LSA Deputy President)
Scott Willsmore (current LSA President)
John Fuss (Immediate past LSA President)
Bob Hewitson (Past LSA President)
Dennis Mulroney (Past LSA President)
Alan Carr (Current Dir. Finance + 30 yrs experience on LSA board)
Primary aim of the Steering group is to formulate a constitutional model based on alignment with Australian Lacrosse Association under the guidelines of best practice as set by Australian Sporting Commission and Office of Rec. and Sport.
Key principles that outline work undertaken by the steering group are:
- Where are we at? (Recognition of the challenges LSA currently faces in governing the sport.)
- Where do we want to go? (Seeking the answers and investigating the means to make improvements in the way we govern.)
- How are we going to get there? (Formulation of structural change to allow us to govern in a manner that enhances the chance of success.)
At present work is in an embryonic stage. Formulation of a draft constitution is nearing completion.
It is the aim to complete preliminary draft work to the point that we begin a series of club committee visitations so to consider the needs of the community which will lead into public forum and consultation. Office of Recreation and Sport will provide independent review and guidance to ensure best practice at all times.
2017 LSA AGM has been set down as the implementation date of the new LSA Constitution and structure in whatever form that may be.
