Western Junior Secondary School Tournament Rules

General  Information

Venue:
The tournament will be held at Vauiter Park Netball Courts,  Puriri  Terrace in Palmerston North.

Length of Games:
The length of games  -  4x8 minute quarters.  There will be a 1 minute breaks between the quarters with 3 minutes at half time.

All games (excluding finals) will start and end on the umpire's whistle after the hooter.  There will be injury time in pool matches.

Game  Balls:
Each team must provide their own game ball.

Catering:
The cafeteria in the pavilion will be open during the tournament.

Umpires:
Umpires will be allocated to games by the Events Committee's Umpires Coordinator.  Umpires will be required to be at the courts to attend a briefing on Saturday 4th August, 8.30a.m.  The meeting will be held in the Umpires Room in the pavilion.

First  Aid:
Teams must supply their own general first aid.

Scorers:
Each team must provide one person to score for each game.  These scorers must to stand together for the duration of the game.  This will be the official score for the game.  Failure to do so will result in the opposition's score being accepted as the official score.

 


Policies,  Guidelines  &  Tournament  Rules

Umpires Policy:
An umpire must accompany each team entered.  These umpires should show promise and be interested in umpiring, and where possible be older students.  Umpire's accommodation is a team responsibility.  A fine of $100.00 will be imposed on schools who do not supply an umpire at the beginning of the tournament.  This fee will be payable prior to the team commencing tournament play.

There will be development umpires at all levels: therefore coaching of umpires will be permitted by umpire coaches prior to, during and following games.

Games will be allocated prior to and during the tournament for all umpires.

Tournament Rules:
(a) The tournament is open to entries from schools wishing to enter Year 9, Year 10 and/or Year 9/10 composite teams.  Each team shall have at least one adult official approved by the school who will be responsible for team discipline, travel and accommodation.
(b) Players at all times must reflect credit on their school.  Any player who deviates from the normal accepted standard of behaviour both on and off the court could face immediate suspension from her team.  In such a case, the principal of the school concerned will be notified.
(c) If two schools are each, due to their size, incapable of entering a team, they may combine to enter one team in the tournament.  If this is the case then entry must have a brief explanation attached and will be accepted at the discretion of the Organising Committee.

Eligibility:
Players:
To be eligible to play at the Junior Secondary Schools Tournament a student must be:
(a) Enrolled as a bona fide student at the school of representation and studying at least 80% of a programme of the timetable provided by the school.
(b) Have a satisfactory attendance record at school .
(c) Student must be a regular Year 9 or year 10 class member
(d) Player eligibility must be verified by the Principal of the School.

Conditions  of  Entry
 Tournament entry forms must be completed and returned to the Western Netball Office by the due date.  This must included the registration fee as stipulated.
Tournament  Play
    
(a) The Organising Committee has the discretion to make minor amendments
to the draw as appropriate to prevent teams who meet regularly in local
competition from being placed in the same section for round 1.
(b) In the event that team withdraws late or insufficient teams have entered
Any grade, to make a workable draw the organising committee shall have the option of creating an invitation team from local school players.  This team would have no tournament status and any teams playing against this invitation team would automatically be awarded 4 game points.

  Loss of 3 goals or less  1  point

In the event of a tie on the points at the end of pool play, the result of the game between those teams shall determine placings.  In the event of more than 2 teams on equal points, placings shall be determined by goal differential,  i.e. total goals scored for, divided by total goals scored against.

In playoffs and final round, should scores be equal at full-time, there will be:
(a) A two minute interval at the end of full-time (changes/subs permitted)
(b) 5 minutes each way of extra time will be played
(c) Teams change ends and the game is restarted by the team entitled to the next centre pass  (no changes/subs permitted)
(d) In the event of a tie at the end of extra time, play will continue until one team has a two (2) goal advantage.

Team/School Responsibilities:
(a) Teams are responsible for their own travel and accommodation costs and  those of their accompanying umpire
(b) It is the manager's responsibility that their team has their own first aid kit, is conversant with tournament rules and is ready to play on time at the appointed court.


Protests:
Any protest arising from a game must be lodged with the Appeals Committee within one (1) hour of the end of the game.  No protest related to umpires quality and/or competency will be entered into.
