Rules and Regulations

RULES
The Netball competition will be played in accordance with the rules outlined in the Netball Australia Official Rule Book 2001 unless specified below.

DURATION OF THE GAME
Matches for all sections will consist of 4 x 10 minute quarters, 1 minute break at ¼ and ¾ times and 5 minutes break at ½ time.

POINTS
Preliminary Matches:
Win 3 points
Draw 2 points
Loss 1 points
Forfeit Win 3 points
Forfeit Loss 0 points

WARM UP
There will be no allocated warm up court. Time will be made available on courts before the start of matches.

OFFICIALS
1. Scorers
Each team must provide a scorer. The two scorers must sit together. A score sheet will be provided. The winning team must take the scoresheet to the Netball Event Office immediately after the game. This scoresheet will be considered the official scoresheet and the information recorded on the official scoresheet will be accepted as the final score.

2. Umpires
Each team must supply an umpire with a C Badge minimum for the duration of the event. Umpires shall wear clothes distinct from those of the players and preferably white or cream in colour. Suitable shoes shall also be worn.
If your teams umpire fails to umpire their allocated games, the Tournament Coordinator reserves the right to deduct 3 points from offending umpire's team's progressive total.

TIMING

All matches, except the Gold and Bronze medal matches will be centrally timed.

INJURIES
No injury time will be provided. In the event of an injury, play will stop to allow the injured player to leave the court. The clock will not stop.

BLOOD POLICY
If any player or coach sees blood on a player they must bring it to the attention of the umpire. Play is stopped and the player will be asked to leave the court to be attended to.

The stoppage is treated as an injury stoppage with no time allowed but all rules relating to Rule 6 in the Netball Australia Official Rulebook: Substitution and Team changes become operable.

PLAYER ELIGIBILITY

(a) Registered Participants
All players must be registered participants in the 9th Australian Masters Games. The penalty for playing an unregistered player is the loss of points allocated to the game that the unregistered person played in. This player may take part in further competition if immediately registered with the team.

(b) Age
Age is determined as at 31 December 2003. Teams must participate in the age group of their youngest player. The penalty for playing a player in the incorrect age group (only refers to a younger player participating in an older age group) is loss of points allocated to all games that player has participated in and that player must not participate in any game other than the correct age group.

SUBSTITUTIONS
Unlimited substitutions are permitted excluding drawn finals (Please refer to Finals information below). A maximum of 12 players are permitted to play in any one match.

FINALS
1. Finals Structure
Finals will be conducted at the conclusion of the preliminary matches. The number of points gained during the round robin shall determine teams qualifying for finals.
If teams are on equal points at the end of the Rounds Series then the calculation is made on the following:
% on all games played in the Rounds against EACH OTHER
If no result is obtained then the calculation is made on the following:
% on all games played in the Rounds against EACH TEAM.

2. Finals Qualification (will clarify when the numbers etc are known)
To be eligible to play finals for their team, players must participate in 25% of total match time per team. The Netball Event Office will provide information regarding time played.

3. Drawn finals
At the end of a finals match when the scores are tied there is a one (1) minute break during which there may be substitutions and /or team changes.
At the end of one (1) minute, two (2) x five (5) minute halves are played.
At the end of the first five (5) minutes teams simply change ends and there is no substitution or team changes allowed.
If at the end of the second five (5) minutes the scores are still level, then play continues until one team has a two - goal advantage. There will be no substitutions or change of end.

BLOOD POLICY FOR FINALS
An umpire is required to call time, when no "on court" player has called time, and the umpire observes that a player is bleeding or there is blood on the court, ball or any other player.

Play may be stopped for up to two (2) minutes and all relevant sections of Rule 7(regarding Stoppages) in the Netball Australia Official Rulebook shall apply.

Before any player may retake the court:
1. The flow of blood must be stopped.
2. Any wound must be cleaned and adequately covered.
3. Any blood stained clothing must be cleaned or removed.
4. If necessary, the ball and court must be cleaned before play restarts.

FORFEITS
A team will be deemed to have forfeited the game for failing to take the court as per Rule 21 of the Netball Australia Official Rulebook.

In the event that a team forfeits, quarters will be awarded to a maximum of twelve (12) players totalling twenty eight (28) quarters, for players of the non-offending team. Teams must nominate those players who they wish to receive the allocated 28 quarters. No quarters or games shall be awarded to the players of the offending team.

In the event of a forfeit, the score of 10 - 0 will be awarded to the non-offending team.

If any team is aware before the game time that they are going to have to forfeit a game, please inform the Tournament Coordinator as soon as possible.

CANCELLATIONS
When matches are cancelled due to wet weather or some other cause prior to the start of the game; both teams will be credited with two (2) points and five (5) goals each and the competition will continue as per fixture. Unless alternate arrangements can be made to reschedule the match.

When matches are cancelled due to wet weather or some other cause after the start of the game;

(a) Prior to the completion of the first half teams will be awarded two (2) points and five (5) goals.

(b) After the commencement of the second half the score stands as at the time of the stoppage.

In event that a match is cancelled due to wet weather, quarters will be awarded to a maximum of 12 players totalling 28 quarters, for each team. Teams must nominate those players who they wish to receive the allocated 28 quarters.

APPEALS PROCESS
The Rules of Netball, as set out by Netball Australia, provide for issues in relation to querying an umpire's decision. Therefore an appeals process is not appropriate for these issues.

1. Appeal MUST be submitted in writing and signed by the Team Captain or Manager.

2. Appeal MUST be handed to Netball ACT Office, Alex Morgan - Office Administrator, by 10am on the day following the disputed game.

3. Alex Morgan to notify Appeals Committee of pending Appeal.

4. Appeals Committee to converse and deal with the matter within 24 hours.

5. Decision of Appeals Committee to be notified to relevant Teams by the Chairperson of the Appeals Committee as soon as possible after decision has been reached.

6. Decision of Appeals Committee is final.

APPEALS PROCESS
The following reasons may be appealed against:

APPEAL DECISION OR PENALTY AWARDED
Unregistered Player Penalty
Loss of points allocated to the game that the unregistered person played in.
This player may take part in further competition if immediately registered with the team.

Team Grading Decision
A decision to be made by the Appeals Committee after Committee views team in a Competition match.

Players in Incorrect Age Group Clarification
Only refers to a younger player participating in an older age group (eg 35 yrs player in a 40 yrs or above team). Does not apply to a 60 yrs player in a 45 yrs age team.
Penalty
Loss of points allocated to the game that the player participated in.
Player MUST NOT participate in any game other than the correct age group.

Game Results Clarification
Official Score Sheet (NOT Electronic Scoreboard or Flip Board) is the official record of each game.

Dispute will only be considered if each team has provided a Scorer throughout the entire relevant game.

Umpires Clarification
Decision will only be made by the Appeals Committee on the following:
1. Standard of the umpire
2. Behaviour of the Umpire
3. Repeated Allocation of specific
umpire to one team.

DRUG POLICY
Netball ACT condemns the use of performance enhancing drugs and doping practices in sport. The use of performance enhancing drugs and doping practices is contrary to the ethics of sport and potentially harmful to the health of athletes.

The only legitimate use of drugs in sport is under the supervision of a physician for a clinically justified purpose.

Netball ACT, as an affiliate of AANA, is bound by and supports the Netball Australia anti-doping policy.

TEAM UNIFORM
All team members must wear the same uniform.

Please note matches will be played on both the indoor and outdoor courts.

RESULTS
Match results and ladders will be displayed on the notice board in the foyer of the ACT Netball Centre shortly after each round has been completed and also on the Australian Masters Games website - www.amg2003.com

MIXED COMPETITIONS
All competition rules and regulations apply. A maximum of three male players and a minimum of one are permitted on the playing court at any time. One male is allowed in each third of the court at one time, ie, one male as GK or GD, one male as WA, WD, or C, and one male as GA or GS.
