Main Changes and Updates To The By-Laws

BY-LAW Changes – March 2009

h) Financial:
A person or team that does not owe money to either DBA or BNT for any DBA or BNT event or competition.

4-C (Consecutive clarification)

c)    Players who register for a particular club team are eligible to play with other competition grades within their affiliated club/team, provided they only play in consecutive competition grades within the DBA competition structure.

Once a player plays his 4th game in a division he is no longer entitled to play more than 1 division lower than the highest division he/she has played 4 games in during that season.
Example:  A player starts the season switching between A, B and League reserve. Once he has played 4 games in league reserve he is no longer allowed to play B grade or lower in that same season.

e)    Juniors who play in league or league reserve are not permitted to play in division 2 in their real junior age group unless they are given special permission by the EO to do so.

7-D (Mercy Rule changes for under 10’s)

Any team ahead 30 points or more in under 12’s, 14’s, 16’s, and 18’s or ahead by 20 points or more in under 10’s will abide by the mercy rule in a junior age competition grade.

7-F (Timing for last 2 minutes)

h)   During the last two (2) minutes of the game, the clock will stop for all whistles and made field goals. The clock will stop on the two (2) minute mark if a player is shooting free throws or the referee is in control of the ball when the 2.00 mark arrives.

7-J) (Bench officials for non-League games)

a)    All games are required to have at least two bench officials before the game will start.

b)      All non-League teams are required to supply at least one bench official each. Any team that fails to supply a bench official before the toss-up of a game shall be penalised. The opposition team will be awarded 5 points by the referees at half-time of the game. It is the responsibility of the team receiving the 5 points to notify the referees of the violation by the opposition.

12.17.3         An administrative tribunal shall consist of:

(a)                  The Executive Officer of The Association and

(b)                 At least two other people from the following; a member of the tribunal panel, a Board member or any other person deemed suitable by the EO
