Applications are now open for clubs seeking allowances on top of their League’s Total Player Points Cap for the 2017 season.
On 30 September the AFL Goulburn Murray Commission released the 2017 Total Player Points caps for the Goulburn Valley FL (42 points), Murray FL (42 points) and Kyabram District FNL (43 points).
As per Clause 8.2 of the AFL Victoria Player Points System Policy clubs may receive an allowance in addition to their Total Player Points Cap.
To deliberate on allowance applications the AFL Goulburn Murray Commission has established a local Player Points Subcommittee to receive and adjudicate on applications from clubs for points allowances.
The subcommittee consists of two Commissioners, the Region General Manager and an operational staff member from each participating League.
The role of the subcommittee is to evaluate club requests for extra points as well as verifying each request against potential impact on clubs within the same League but also neighbouring clubs in other Leagues.
Applications for allowances will be considered on the following grounds:
- Geographic or population disadvantages for the club
- Lack of competitiveness of the senior team over a sustained period
- Incapacity to develop a junior program due to reasons outside of the club’s control
- Inability to be competitive on field in 2017 due to restrictions of the League’s Points Cap
Applications close on 30 November 2016 with another application round to open coinciding with the February 2017 player transfer window.
The PDFNL advised the Commission on 31 October that they will not be participating in the Community Club Sustainability Program (CCSP) in 2017.
As such, and consistent with Clause 7.6 of the AFL Victoria Player Points System (PPS) Policy, Players recruited from the PDFNL will have a value of one point where recruited to a Community Club that participates in a competition which has adopted the PPS Policy.
