The AFL Goulburn Murray Commission has released the total points values for clubs in the region for the 2016 season.
Under the Total Points Cap system each player at a senior club is allocated a points value from a minimum of 1 to a maximum of 6 based on their last three years playing experience. That individual points value is recorded against a player’s record in FootyWeb with the system calculating each week the senior team total which is required to fit under the club’s predetermined Total Points Cap.
The Goulburn Valley FL, Murray FL and Kyabram District FNL will support the introduction of a Total Points Cap in 2016. The Picola District FNL are the only League affiliated to AFL Victoria which has rejected the program at this time, however the Commission is committed to working with the League and its clubs before the 31 October deadline for 2016 implementation.
Both the GVFL and KDFNL will both operate under a Total Points Cap of 45 for 2016 with the MFL operating under 46 in the first year.
AFL Goulburn Murray Region General Manager Martin Gleeson identified that clubs have overall been supportive of the program and were keen to see the impact of its implementation.
"Following the release of the draft framework in May we have been working with all Leagues to establish a platform for the implementation of the Community Club Sustainability Program in 2016" he said.
"Data has been collected across all Leagues for points allocations and salary cap information with workshops in the GVFL and KDFNL presenting information back to clubs for deliberation and from these sessions proposed caps have been evaluated and determined."
"The MFL has also collected salary cap and points data from their clubs with the Executive proposing a suitable Total Points Cap for 2016 which has been supported by the AFL Goulburn Murray Commission."
"To assist in immediate implementation the Caps have been set on the conservative side to allow clubs to be able to achieve the Cap in the first year and for us all to better understand its application."
"More data will be collected and the Caps will be reviewed at the end of next season with a view to reducing the Total Points Cap down over the next two to three years."
"We have also consulted with neighbouring Commissions to ensure the Caps in each League are not potentially detrimental to affiliated clubs."
"Interestingly the 2015 data collected across all clubs in the three participating Leagues had a number of similarities."
"The GVFL points ranged from a lowest of 22 to a highest of 52 in any given round with an average of 38 across all clubs in the first 15 rounds."
"The MFL points ranged from a lowest of 26 to a highest of 52 in any given round with an average across all clubs of 39."
"The KDFNL ranged from a lowest of 25 and a highest of 60 in any given round and the League also recorded an average of 38 across all clubs in the first 16 rounds."
"From the research that we conducted there was also no evidence of a direct correlation between clubs with high points values, high ladder positions and a high player payments spend."
"Therefore, in a general sense, clubs who occupy the higher positions on the ladder aren’t necessarily carrying the higher points values nor spend higher amounts on player payments."
"To assist clubs with higher points values AFL Victoria have introduced a one off two point reduction for players who remain with their club from 2015 to 2016. This means that a player valued at 3 points in 2015 would be reduced to 1 point in 2016 if staying at the same club."
"From 2017 onwards the Policy reverts to a one point reduction for each year of service down to a minimum of one point."
"Individual clubs in the MFL and KDFNL will also be able to apply for points allowances for 2016 on top of their Total Points Cap as per the CCSP Policy. The GVFL will also look at permitting points allowances from 2017."
"Allowances can be provided based on low populations, ladder position or other factors that impact on a club’s opportunity to recruit and retain players."
"To assist with the implementation of the Total Points Cap the Commission will establish a subcommittee to deliberate on operational matters such as clarifying the allocation of a player’s points, evaluating a player’s playing history and also to adjudicate on special requests from clubs."
"The structure and terms of reference for this subcommittee will be confirmed at the next Commission scheduled for Tuesday 29 September."
"Whilst salary cap data has been collected the AFL Victoria Working Party has deferred the introduction of a Salary Cap for 2016 with the development of educational and policy tools to assist a proposed introduction for 2017."
