The following information is from the yellow pages (Page 151>) from the VCFL 2009 Handbook dealing with situations where for whatever reason (usually weather) a game in unable to be started or has to be stopped at some stage after the start. These situations are covered as per Rule 10.6.2 with the heading of Incomplete Match. For a full understanding of these Rules please read Pages 151 and 152 of the Handbook. In a nutshell this is what is written :-
(a) Match Not Commenced :-
the result of a Match which is unable to commence for reasons beyond the control of the Team, shall be determined by the Controlling Body (League).
(b) Prior to Half Time :-
if a Match had commenced and is stopped before Half Time and is then is not able to proceed at any time within the time scheduled for the Match - the result shall be deemed a "draw" with both Teams receiving 2 Premiership points and the scores will be used as the final scores to calculate percentages.
(c) Half Time and Beyond :-
if the Half Time interval has been reached but the Match cannot be recommenced within a 30 minute period, during the time prescribed for the Match, the game shall be deemed to be concluded and the scores at the time of interuption shall be deemed to be the final scores. The Team with the highest score shall be deemed the winner and the final scores used in calculating the percentages.
(d) Match Not Able to Proceed :- a Field Umpire shall, having regard to the health and safety of the Players and others involved, shall determine whether a Match is unable to commence or proceed for such time as lighting is present at or within the immediate proximity.
(e) Recommencing of Play :- where a Team is directed to recommence play by an Umpire and the Team fails, refuses or neglects to recommence play the Team shall be deemed to have Forfeited the Match.....
