Notes from Umpire Director Peter Lines from Round One:
Well done on the weekend, good crowds, good footy and good umpiring. However just to keep you on your toes I received two comments after Saturdays games.
The first one is from a club seeking a clarification about the third man up rule. Firstly this isnt a rule as such, it is just that we still allow a third man to contest the ruck as opposed to the AFL who ask umpires to nominate a ruckman. I think a common sense approach is needed here to watch that the third man up does not cause any interference. Also using common sense decide for yourself who the ruckmen are and ensure they are each unimpeded by a third man joining the ruck contest. We should ensure for each boundary throw in that we have an umpire on each side of the contest to watch for ruck interference and holding off the ball. Not an easy game to umpire is it. Could this all be explained to all senior coaches before the games on the weekend.
The second point is that while I was watching the Cowell match, I was hearing 'What was that for'. Let's all make sure our signals are clear and even exaggerated so that there is no doubt what free kicks are for. I know when the whistle is blown you blokes will say in a clear voice what the free kick is for but let us be professional and use the appropriate signal for each free.
And one more thing with the last possession out of bounds rule. Central Umpires will rule if a ball disposed out of bounds unimpeded should be a free kick or if in dispute thrown in. Boundary umpires should feel that they are involved in the decision making if a ball is in dispute. The same would happen if a mark is juggled near the boundary and the boundary umpire consulted as to whether the mark is completed inside the field of play.
