Volleyball Victoria received submissions regarding the 2021 State League season.
The following outlines the proposals received and the determination of the Board:
FREE AGENTS FOR THE 2021 STATE LEAGUE SEASON
With the cancellation of the 2020 State League season there have been numerous requests regarding players being considered as free agents for the 2021 season.
These requests are very unique due to the COVID-19 situation so Volleyball Victoria will consider all requests if the following can be provided:
- Evidence, in writing, that the relevant player had intended NOT to play if the 2020 State League season had been played
- Confirmation from the player’s previous club that they were NOT on any team lists for the 2020 State League season

THREE TRANSFERRED CLUB REGISTERED PLAYERS ON THE SCORESHEET FOR THE 2021 STATE LEAGUE SEASON
With the cancellation of the 2020 State League season there have been numerous considerations made regarding transfers and free agents for the 2021 season. In addition to this the 2021 State League By-Laws have also been updated to state:
- A Club must not play or list more than two (2) transferred Club Registered Players, as defined by these By-Laws, on the scoresheet of any given Premier division match.
- A Club must not play or list more than three (3) transferred Club Registered Players, as defined by these By-Laws, on the scoresheet of any given Reserves division match.
After assessing numerous options regarding transfers after consulting with the Delegates from each State League club Volleyball Victoria determined that for the 2021 State League season the fairest course of action was for all teams, regardless of division, to be able to play or list up to three (3) transferred Club Registered Players, as defined by the By-Laws, on the scoresheet of any given match.
To ensure there is clarity and transparency in this process ALL PREMIER CLUBS that intend to play or list three (3) transferred Club Registered players on the scoresheet of any given PREMIER division match must advise Volleyball Victoria in writing before Round 1 of the State League seasonincluding the names, if known, of each player that will be subject to this once off dispensation for the 2021 State League season.
Please note that for the 2021 State League season all players that transferred in early 2020 (and have opted to continue with this transfer) or have applied for a transfer in 2021 will be counted as a transferred Club Registered Player and will be subject to the above transfer restrictions. This is because the By-Laws clearly state that a transfer is required to a new club if you participated in the immediate preceding State League season, which is the 2019 State League season.

VOLLEYBALL INSTITUTE OF PERFORMANCE (VIP) TO BE ACCEPTED AS A NEW STATE CLUB
VIP, after affiliating with Volleyball Victoria as an association, has been accepted into the Volleyball Victoria State League for the 2021 season. VIP, supported by Westall Secondary College, has demonstrated a commitment to their volleyball program over many years and follows the example set by other State League Clubs that success can be built on similar programs.
