A solitary left-footed strike from second-half substitute Adam Zimarino sent Balcatta to the top of the table as they edged Cockburn City 1-0.
Zimarino fired low across City keeper Luke Radonich to give Goran Stajic's side a third win in their opening four matches.
Cockburn had plenty of the ball but failed to create too many openings.
And when they did they found Balcatta's Tunisian goalkeeper Yousi Gharsallah on form as he denied Daniel Robinson on two occasions and sub Luccas Mello with his feet.
Radonich also had to be on his game as his double save prevented Balcatta from doubling their advantage, the second of those stops from Alex Wild particularly impressive.
Wild was one of four players booked and he was sailing close to the wind when he tripped Edwards early in the second half.
Cockburn's cutting edge was blunted by the injury suffered by forward Ashley Rosindale, which meant he had to leave the fray just 12 minutes in.
Mello went close to salvaging a point for the visitors but his free-kick curled wide of Gharsallah's near post, as the Cockerels suffered a first loss of the NPL WA season.
