At it's meeting on 2nd December, the SEFNL Board discussed the 2016 competition structure.
The Board reviewed the AFL South East Youth Football Review (YFR) – South East Juniors and Casey Cardinia FNL Recommendations which were released on 12/9/2014 and has aligned the competition structure with those recommendations.

The YFR recommendations were clear in these points:
- The working party of the YFR is firmly of the view that it is in the best interests of football that one U17 competition be operational in the Casey and Cardinia Region. The junior structure allows for more dynamics, depth, competitive balance and growth. The YFRWP also firmly believes that U17 football is a junior domain however senior interaction should be strong, visible and constant.
- Having a strong and dynamic U19 program with a potential 2nd tier will derive significantly more benefits to senior clubs. The allowance of expansion within U19 ranks caters for the expected growth from the junior to senior transition as well as providing a staggered progression for potential new senior clubs.
- Junior and senior clubs need to work more closely together to ensure the movement of players across this divide is more seamless. The U17 competition should be seen as a preparatory competition for this transition and initiatives put in place to build this.
- The adoption of a ‘one club’ philosophy is recommended for junior and senior clubs. Whilst it is important to maintain financial and operational delineation, ensuring that the club environment is unified and cohesive across all segments is crucial to both development and retention.
The Board recognised that in moving forward with our desire to establish divisional football, we need to create opportunities for new clubs to join SEFNL.
With the above in mind, the Board has determined that it will be running Seniors, Reserves, U19s Division 1 and U19s Division 2 competitions.
